GRANT AGREEMENT

1. PROBLEM STATEMENT
The City of Cathedral City is in Riverside County, situated between Palm Springs, Rancho Mirage, and Interstate 10. Geographically, it is 22.75 square miles, with a population of over 54 thousand residents, making it the second largest city in the Coachella Valley and the 10th largest City in Riverside County. The Coachella Valley has approximately 463,000 residents in total - with many of its residents commuting to work in nearby Valley communities. The Coachella Valley has a higher population rate of increase than the rest of California, with a rate of 1.8% compared to the rest of the state being at just below .1%.
Cathedral City has historically experienced a seasonal population increase of up to 15,000 part-time and seasonal residents. A great number of tourists from other areas of the U.S. and Canada spend their Autumn and Winter months in the Coachella Valley. Out-of-state residents are often retired or elderly and accustomed to driving rules and customs from their home region which continues to be a factor in a growing number of crashes throughout the Coachella Valley. Riverside County continues to be one of the fastest growing counties in the state, in particular the eastern half of the county, with eh bulk of that projected growth occurring the Coachella Valley. The continued population growth in Cathedral City, along with the continued numbers of injury and fatal crashes, the Police Department (CCPD) has had to address growing traffic-related issues in traditional and newer, more creative ways.
To address traffic enforcement, CCPD maintains its "Traffic Unit" which consists of two full time Traffic Enforcement Officers to specifically focus efforts on traffic law enforcement and traffic crash investigations.
They are supervised by a sergeant, who has this and other additional collateral duties. Currently the traffic unit is not at full strength due to unforeseen staffing shortages. All three employees are components of the department's "Traffic Accident Investigation Team" which is called upon to investigate significant injury or fatal traffic crashes. These investigations take up a significant amount of time and manpower.
To combat a significant increase in pedestrian injury and pedestrian involved fatal traffic crashes, CCPD continues to staff
e funds and to date, ten officers
have been trained to operate as bicycle enforcement officers. A major focus of enforcement effort concentrates on a one-mile commercial corridor where most fatal pedestrian crashes continue to occur.
Education is another component of this program. The bicycles enable officers to access the public in approachable and non-traditional ways to deliver safety messages congruent with creating safe pedestrian habits. CCPD has also completed media releases and conducted TV media interviews in both English and Spanish in effort to reach the pedestrian public regarding the dangers of crossing the roadway in unsafe and unlawful locations. Several signs have been placed along this corridor, in both English and Spanish, warning of the danger of crossing the road in places other than where it is legally permitted to do so. This area in Cathedral City has been and continues to be problematic as pedestrians access the bordering commercial area from the nearby residential areas, crossing illegally through fast moving traffic. Additionally, the City is proposing fencing along the center medians of the above mentioned corridor to deter pedestrians from crossing outside of the designated crosswalks. The plan also includes the installation of aconventional pedestrian crosswalk to assist residents in the area to safely navigate the busy street. The fencing is part of the Highway Safety Improvement Program and although it will be helpful, it will only cover about .25 miles of the Ramon Rd. corridor. Cathedral City - as is in most of the Desert Community, there underground utilities, and limited streetlights, are in place - limiting driving vision and pedestrian judgment of oncoming traffic and vehicle speeds.
Cathedral City is geographically situated in the middle of the most populated portion of the Coachella Valley, which becomes a tourist and vacation destination throughout the year. Motorists travel through Cathedral City to reach other Coachella Valley destinations such as the Palm Springs International Airport. This is a starting point for seasonal residents and tourists, from past POTUS administrations to literally hundreds of thousands that attend major events such as the Palm Springs Film Festival (portions of which take place in our jurisdiction), Coachella Music and Arts Festival, the Stagecoach Music Festival, the B&P Paribas Open 10/25/2023 10:26:21 AM Page 4 of 18
Tennis Tournament and numerous PGA and LPGA golf tournaments. Cathedral City borders the Palm Springs International Airport, which, for celebrities and dignitaries alike, is often the starting point for motorcades requiring escorts or some form of dignitary protection. Cathedral City is also situated between two large Tribal casinos - one in Palm Springs and one in Rancho Mirage. In 2020, the Agua Caliente Band of Cahuilla Indians completed the construction of a 65,000 square foot casino in Cathedral City at a major corridor intersection. The increase in traffic has impacted recent traffic flows and increased of over 10,000 cars a day has been noted. The area
traffic flow increases, police services required to adequately address these issues must also increase - as this will place a burden on all aspects of our traffic services.
CCPD is now impacted by law changes surrounding the cannabis industry. Currently, Cathedral City has approximately 50 permitted cannabis businesses, with three having licenses for a on-site lounge. Of those over 50 businesses there are over 66 separate licenses to manufacture, distribute, and sell cannabis products. There is still an undetermined amount of licensed and unlicensed delivery services, some of which originate from other Coachella Valley communities. CCPD is impacted by the City being considered a -the-influence drivers, cannabis and
alcohol-influenced motorists have created additional DUI-related problems. CCPD has a training goal to have all officers SFST and ARIDE certified and maintain DRE trained officers on all patrol shifts. The latter objective has been met. Over the past three years, with the assistance of OTS grants, we are well on our way to accomplishing that goal.
The STEP grant awarded to CCPD in past years has provided equipment and economic resources allowing 2020 up from 57/105 in 2019. DUI arrests ranking of 39/106 in 2020 from 63/105 in 2019.
According to our data, Cathedral City Police responded to and handled a total of 134 injury-crash events in the 2022. In those crashes, 17 people were injured in alcohol related crashes (DUI) and six people were killed in vehicle crashes over this grant period. Three of those six killed 2 were pedestrians. The top primary crash factors in 2022 remain DUI alcohol is the top PCF, followed by failure to yield thew right of way (21800a CVC) and unsafe turning motion (22107 CVC).
