Tyler Munis Module(s) and Process(es) Used Prior to Paying Invoices Prior to paying an invoice related to the purchase of any goods, services, or approved projects, an invoice needs to be approved by the appropriate department head/division manager. A payment can be linked to one or more of the below subsections of the purchasing module in Tyler Munis.
•Bids
oAny time an RFP or invitation to bid is released to the public, a bid is created in Tyler Munis. Once the winning bidder is determined, the bid can roll into a contract for that vendor.
•Contracts
oTypically, contracts are produced resulting from a bid awarded to the winning vendor. Although occasionally when requested and/or appropriate, a contract can be created in the system without having had a previous bid in the system.
•Requisitions
oRequisitions are used to encumber funds and to request approval to create a PO. The purchasing agent creates the requisition and releases it to the Financial Services Director for approval. Once approved, the requisition then becomes a candidate for immediate or subsequent PO approval. •Purchase Orders (POs)
oPurchase orders are created for items related to contracts or council approved items or projects. When a PO is related to a contract, the purchasing agent will link the PO to the contract by using the contract number while building the requisition for approval. If the City Council has approved the purchase of an item or a project with a vendor, the purchasing agent will create a PO and attach the staff report from the council meeting as supporting documentation.
