ummary of Changes:

T
he City of Cathedral City is an Entitlement City in the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG) Program. Public Not ice and Public Hearings are required for substantial amendments to the Action Plan. A substantial amendment is required when proposed use of CDBG funds have not been previously identified/approved in the Consolidated Plan or Annual Action Plan ; or a change in the purpose, scope, location, or beneficiaries of an activity.

T
he City of Cathedral City is pr eparing a substantial amendment allocating those funds from activities that have been cancelled and/or completed with a remaining fund balance, to the design and construction of the Via De Anza Sidewalk Project. The substantial amendment includes:

Y
ear 2019-2020

1. The amount of $9,468.91 will be allocated from the South Panorama Neighborhood Street Improvement – IDIS Activity #77, a completed project, to an existing project, the Via De Anza Sidewalk Project.

Year 2022-23

1. The remaining amount of $15,000.00 will be allocated from the Emergency Sidewalk Repair Program, – IDIS Activity # 111, to an eligible project in this program year due to previously unexpended fund balances. Funds will be allocated to an existing project, Via De Anza Sidewalk project.

2. The amount of $4,152.09 will be allocated from the Program Administration project – IDIS Activity # 113, a completed project, to an existing project, Via De Anza Sidewalk project.

The Substantial Amendment will allow for adjustments to the Annual Action Plans so that th e funds can be properly accounted for and expended for the Via De Anza Sidewalk Project.

The approval of the Substantial Amendment to the FY 2019, 2020, 2021, and 2022 Annual Action Plans will allow the City t o complete public street reconstruction and associated repairs to sidewalks, curbs , and gutter s located in an income-eligible neighborhood of the City . The undertaking of this project meets one of HUD’s National Objectives: benefiting low-and-moderate income people and the respective area.

Proposed Activities:

Via De Anza Sidewalk Project (Project)
The proposed Project is comprised of residential roads located within a low-and-moderate income area identified within the limits of Census Tract 449.15 (Block Groups 1 & 2) which will serve approximately 6,740 people of which 75.52 % are low-to-moderate income.

In addition to these streets being in a low-and-moderate income area, the proposed Project is to be undertaken by the City because these streets are showing severe signs of roadway degradation and pronounced cracking. Certain sections of these streets contain potholes that have emerged due to standing and collecting runoff water. Reconstruct ing these streets and making sidewalk improvements will also provide better accessibility, benefiting the residents of this area.

Overall Budget:

Under HUD guidelines, entitlement grantees must allocate no more than fifteen percent (15%) of the entitlement on public service projects and not more than twenty percent (20%) on administration and management of the CDBG Program. The remaining sixty -five percent (65%) is typically allocated to making public improvement in areas that have a direct benefit to low-and- moderate clientele. The remaining funds leftover are a result of public improvement projects that have come in at a cost savings.

The City will re -program the amount of $66,621.00 resulting from unexpended funds from previously approved Action Plans, and any public improvement projects, described there within, to the Project.
