administration, conducting field work, performing utility coordination, environmental documentation, plans and specifications and a project estimate in an amount not to exceed $216,111.00.
In February 2022, the City Council approved Amendment No. 1 to the agreement with the consultant for the addition of two (2) additional intersections to the project due to overlapping scope of work with the Coachella Valley Association of Governments’ (CVAG’s) Regional Traffic Signal Synchronization Project (CV Sync). Amendment No. 1 increased the compensation to a total not -to-exceed amount of $258,347.48. The additional intersections are:
1. Date Palm Drive and Gerald Ford Drive
2. Dinah Shore Drive and Cathedral Canyon Drive
DISCUSSION:
The current agreement was executed on June 24, 2020; and expired on December 30, 2023. Plans and Specifications for the project have been prepared by the consultant, and the project will be advertised for construction bids at the end of January 2024. The consultant will be providing bidding assistance and construction support services. The agreement now requires an increase to the original term of the agreement to complete the design phase of the project.
The Amendment No 2, attached to this staff report, is retroactive to December 30, 2023, and provides for an increase in the term of the agreement for twelve (12) months for a total of thirty (30) months to accommodate the bidding and construction phase of the project. The expiration date, as set forth in Section 1 of the agreement, is proposed to be extended to December 31, 2024.
Staff is requesting that the City Council approve the no cost contract amendment to the Professional Services Agreement with Advantec Consulting Engineer’s Inc. for the Federal Highway Safety Improvement Program (HSIP) Cycle 9A 12 Intersection Traffic Signal Upgrades Project to increase the term of the agreement for an additional twelve (12) months and authorize the City Manager to execute this Amendment No. 2.
FISCAL IMPACT:
There is no fiscal impact to approving this extension as the project and the consultant for this design phase are funded 100% by the HSIP Cycle 9A grant.
This Amendment No. 2 to the Professional Services Agreement with Advantec Consulting Engineer’s Inc., modifying Section 1 “Term of Agreement”, does not increase, modify, or affect the total compensation of the agreement.
