BACKGROUND:
The Via De Anza Street Improvements Project – Phase III is the last phase of the Project identified in the FY 2023-2024 Community Block Development Grant (CDBG) Annual Action Plan (AAP) under the category of public improvements.
During the design phase of the Project, the Coachella Valley Water District (CVWD) Staff advised City Staff they would need to install a new water main on the east side of Via De Anza Street between Dinah Shore Drive and Ortega Road prior to the construction of the City’s Street improvement Project. As a result, this new water pipeline altered the originally proposed Via De Anza Street Improvement Project. While the Project was originally set to be constructed in one phase, CVWD’s request required that the Project be divided into three (3) phases as follows:
•Phase I – West side of Via De Anza between Dinah Shore Drive and Olancha Road with infill portions on both Olancha Road and Via Altamira. •Phase II – East side of Via De Anza between Dinah Shore Drive and Olancha Road.
•Phase III – East side of Via De Anza between Olancha Road and Ortega Road, including the cul-de-sac on Arrowhead Road to the east of Via De Anza.
The Via De Anza Street Improvements Project - Phase I, was completed in March 2023 and consisted of street improvements only.
During the design phase of the Via De Anza Street Improvements Project – Phase II, City Staff and CVWD Staff agreed the best course of action was for both the City’s Project and CVWD’s water main replacement Project be constructed simultaneously under one contract. In the past, the City and CVWD have coordinated work for the construction of street improvements together with the relocation and upgrades of CVWD water pipelines.
Both Agencies executed a reimbursement agreement to construct the street and water main improvements within Project limits. Under this agreement, the City was the lead agency managing the bid process and the construction as a combined Project and CVWD reimbursed the City 100% for the cost of the water main improvements. The construction of Via De Anza Project – Phase II began in July 2023 and was completed in October 2023.
The Via De Anza Street Improvements Project - Phase III includes the relocation and replacement of the water mains located on the east side of Via De Anza Street between Olancha Road and Ortega Road, and along the north side of the Cul-de-Sac on Arrowhead Road to the east of Via De Anza Street. City Staff and CVWD Staff are proposing to execute a similar reimbursement agreement as in prior phases to complete the Project.
DISCUSSION:
With Phase I and Phase II of the Via De Anza Street Improvement Project completed and the successful construction of the water main improvements, both Agencies moved towards the design stage of the Phase III Project.
The limits of the Via De Anza Street Improvements Phase III Project are along the east side of Via De Anza between Olancha Road and Ortega Road and the Cul-De-Sac on Arrowhead Road to the east of Via De Anza Street.
Within the previously mentioned limits of the Phase III Project, the proposed street improvements consist of constructing a sidewalk, curb, gutter, ADA-compliant curb ramps, driveways, and the installation of new asphalt concrete. CVWD’s water main improvements include replacing approximately 870 linear feet of existing 6-inch cement mortar coated water main pipe with a new 8-inch ductile iron water main pipe and all necessary appurtenances.
Both agencies agreed that the street and water main projects be constructed simultaneously under one contract as a combined Project. The City will be the lead agency in the construction effort and CVWD will reimburse the City for 100% of the water main replacement work.
CVWD prepared the engineering design of the domestic water main replacement and all associated portions of the Project according to CVWD’s design criteria and standards at CVWD’s expense. CVWD engineering design was incorporated together with the City’s Street Improvement Project.
The next step in this combined Project effort is to approve a Reimbursement Agreement between both agencies. A Reimbursement Agreement between the City and CVWD has been prepared. CVWD will be responsible for reimbursing the City 100% of the construction cost to replace CVWD’s water main portion of the City’s street improvement Project. A copy of the Reimbursement Agreement is attached to this Staff Report.
Please note that CVWD Staff has received approval from the CVWD Board of Directors for the Reimbursement Agreement and respective budget amendment at the CVWD Board meeting on January 09, 2024. A copy of the CVWD Staff Report is also attached.
The Via De Anza Street Improvements Project - Phase III bid documents were publicly advertised for bid on January 17, 2024. The Public Bid Opening for this Project took place on Monday, February 12, 2024. The City received seven (7) bid proposals. The results from the bid opening are follows:

CVWD Staff have reviewed and approved the construction bid amount for the water main improvements portion of the Via De Anza Street Improvements Project – Phase III.
A Staff Report for the recommendation of a contract award to Granite for the construction of the Via De Anza Street Improvements Project – Phase III is also presented at the February 28, 2024, City Council Meeting.
Staff is requesting City Council authorize the City Manager to execute a 100% Reimbursement Agreement with the Coachella Valley Water District (CVWD) for the relocation and replacement of a water main at an estimated construction cost of $435,000 within the limits of the upcoming Via De Anza Street Improvements Project – Phase III, located along the east side of Via De Anza between Olancha Road and Ortega Road, and the Arrowhead Road cul-de-sac east of Via De Anza.
FISCAL IMPACT:
A 100% Reimbursement Agreement with CVWD in the amount of $435,000. representing the construction cost for the replacement of the domestic water main, will be fully executed after the City awards a construction contract for the Project.
