BACKGROUND:

Historically, City Staff received resident complaints due to the wide transverse asphalt cracks in the Cathedral City Cove Neighborhood. To address the resident complaints and to find a long-term solution for this type of pavement cracking, City Staff conducted various asphalt treatments to repair the wide transverse cracks. These various treatments were performed with limited success.

In 2023, City Staff hired the City’s Pavement Management Program (PMP) Consultant, NCE Inc., who provided a technical memorandum which evaluated various rehabilitation strategies. The conclusion of this technical memorandum provides the method and treatment recommendation to address the repair of these wide transverse asphalt cracks. The technical memorandum is attached to this report.

The Cove Crack Repairs Project (Project) proposes to repair the pavement deterioration cracks in the Cove Neighborhood (Project Location Map attached).

The Project consists of repairing wide transverse asphalt cracks (crack fill) together with the application of crack seal treatment in small asphalt cracks. Both treatments are intended to prevent and reduce the intrusion of water, protecting the pavement structure from moisture damage and ultimately extending the pavement life.

Based on the recommendation of the technical memorandum provided by NCE Inc., City Staff prepared in-house Plans, Specifications and Estimates for this Project.
