Title: Joint Use Agreement with the Palm Springs Unified School District and Desert Recreation District for Operation of the Cathedral City High School Swimming Pool for Public Use During the 2024 Summer Months
RECOMMENDATION:
Staff recommends that the City Council approve the agreement and authorize the City Manager to execute all necessary documents.
BACKGROUND:
On December 11, 2019, the City Council instructed staff to prepare agreements between the City of Cathedral City, the Palm Springs Unified School District (PSUSD), and the Desert Recreation District (DRD) for use and operation of the Cathedral City High School (CCHS) swimming pool for a summer swim program . The three parties developed an agreement in 2022 and the pool operated for public use during the summers of 2022 and 2023.
The City, PSUSD and DRD three -party agreement is being proposed for approval by the City Council this evening. The PSUSD and DRD will take the agreement to their respective boards for approval.
DISCUSSION:
The Desert Recreation District will provide the following summer swim programs at the CCHS swimming pool:
• Community swimming lessons;
• Recreational swimming;
• Lap swimming;
• Team swimming;
• Water aerobics;
• Water polo programs
• Special Events (dive in movies)

This agreement represents a three -way partnership where PSUSD will provide the facility, chemical, custodial, maintenance, and operational services of the CCHS swimming pool; and the DRD administers the programming on behalf of the City. The proposed agreement includes the costs of utilities and staffing the CCHS swimming pool (during operating hours) with certified lifeguards and custodial staff.
Public use of the CCHS swimming pool is proposed from June 1 0, 2024 through and including August 9, 2024 and will be based on the following schedule:
Summer 2024 CCHS Pool Operating Schedule:
• Monday and Wednesday from 10:00am to 4:00pm
• Tuesday, Thursday and Friday from 8:00am to 4:00pm
• Saturday from 8:00am to 12:00pm
The pool will be closed to public use from 8:00am to 10:00am on Mondays and Wednesdays for the use of the CCHS swim team and on Sundays.
FISCAL IMPACT:
The total not to exceed amount of this agreement is $118,553 which consists of:
• $60,417 to PSUSD for the use of the facility, pool operations, and custodial; and • $58,136 to DRD for administering the programming.
Additionally, the City Council, through their District Assistance Budgets, have allocated $3,300 out of their FY 2023/2024 for swim lesson scholarships.
The FY 2023/2024 budget included the costs of conducting the summer swim program.
Payments to PSUSD and DRD are due on or before June 10, 2024 (50%) and on or before July 8, 2024 (50%).
