Title: Approve the Amended and Restated Joint Powers Authority Agreement with Visit Greater Palm Springs
City Council
RECOMMENDATION:
To approve the amended and restated Joint Powers Authority agreement with Visit Greater Palm Springs.
BACKGROUND:
Visit Greater Palm Springs (VGPS) is the official tourism marketing agency for the Coachella Valley. Founded in May 1989 by a Joint Powers Authority (JPA) comprising the cities of Palm Springs, Desert Hot Springs, Cathedral City, Rancho Mirage, Palm Desert, Indian Wells, La Quinta and Indio, VGPS was created as a public -private partnership to help grow the region’s tourism economy. During the Study Session portion of the meeting, Scott White, President & CEO of VGPS, provided an update on their goals and objectives for 2024 and introduced the proposed amended and restated JPA agreement.
The proposed amended and restated JPA agreement is a result of the exploration and analysis of the public and private partnerships of VGPS and the business activities of VGPS. It was their staff’s recommendation to approve (1) the addition of the City of Coachella as a member agency, (2) the expansion of the territorial boundaries of the JPA to include the City of Coachella, (3) the amendments to the purpose set forth in the JPA Agreement to more broadly serve and benefit the VGPS Members and their constituents by developing strategies to diversify the regional economy, and (4) create a 501(c)(6) entity, formerly the Board of Directors, to manage the destination activities of the JPA.
DISCUSSION:
On February 26, 2024, the Executive Committee of Visit Greater Palm Springs adopted a resolution of the Joint Powers Authority Executive Committee of VGPS approving the membership of the City of Coachella, expanding the territorial limits to include the City of Coachella, approving an amendment to the purpose of the Joint Powers Authority,

and creating a 501(C)(6) entity.

The amended agreement is attached for your consideration in a redlined version and final draft.
