City Clerk

I am writing to request consideration for one of the two Cathedral City Planning Commissioner positions which will become vacant on June 30, 2024.

Although I have only recently become a resident of Cathedral City, I visited frequently from San Diego, where I lived for almost 30 years, and finally purchased a home in Cathedral City Cove last year. Now that I am retired, I would like to take part in civic life in my new city. I have attended a number of Planning Commission meetings since becoming a resident, and also attended the City Council's Strategic Planning Workshop in January.

I retired after a 21- year career with the San Diego Unified School District, where I was Director of the Instructional Facilities Planning Department. The department was responsible for analyzing student demographic information, producing enrollment projections, redrawing school attendance areas with computer mapping (Geographic Information Systems, or GIS), balancing school facility capacity with population changes, and presenting information to the general public and the School Board for approval.

In 2020, I applied to be a member of California's 2020 Citizens Redistricting Commission, and made it to the final round where I was one of 35 finalists out of an initial pool of 20,000 applicants for one of the 14 positions.

That summer, I was selected to be one of nine citizens on the City of San Diego Redistricting Commission by a panel of three retired judges from a pool of 120 citizens. The Commission crafted a new City Council District map after considering hundreds of hours of public testimony, and with no legal challenges to it.

In 2022, I was a consultant for the City of Mission Viejo as they revised their Housing Element after it had been rejected by the state's Housing & Community Development Department (HCD). I rewrote sections on Affirmatively Furthering Fair Housing, Housing Needs and Housing Resources for the Element, and gained some understanding of the state's new laws on affordable housing. HCD approved Mission Viejo's Housing Element after the rewrite.

I believe my career experience in planning and demographics, my service as a Commissioner in another city, and my recent experience in working on a city's Housing Element gives me a good range of skills to be an effective Planning Commissioner for my new home, and I hope you will consider my application.

If you require any further information, or references, please do not hesitate to contact me.

Sincerely,
warplail
Roy MacPhail
