Title: Designation of Voting Delegate and Alternates for the League of California Cities Annual Business Meeting on October 18, 2024 RECOMMENDATION:

To adopt a Resolution designating Mayor Mark Carnevale as the Voting Delegate and Councilmembers Raymond Gregory and Rita Lamb as the Alternate Voting Delegates to represent Cathedral City at the League of California Cities Annual Business Meeting, which will be held on October 18, 2024.

BACKGROUND:

Cathedral City is a member of the League of California Cities. Each year the League holds an Annual Conference. This year the Conference will be held October 16 – 18, 2024, in Long Beach at the Long Beach Convention Center.

DISCUSSION:

An important part of the Annual Conference is the Annual Business Meeting, which will be held on Friday, October 18, 2024. At this meeting, the League membership will consider and take action on resolutions that establish League policy. In order for Cathedral City to vote at the Annual Business Meeting, Council must designate a voting delegate and up to two alternates.

Procedures have been established intended to ensure the integrity of the voting process at the Annual Business Meeting and are attached in the letter dated July 10, 2024 (Attachment A). As indicated in the letter and consistent with the League bylaws, it is requested the City Council designate a voting delegate and alternates, by Council action, to represent the City at this meeting. This action must be submitted to the League no later than September 25, 2024. This year Mayor Mark Carnevale and Councilmembers Raymond Gregory and Rita Lamb will be attending the conference and therefor it is staff’s recommendation that the City Council designate Mayor Mark Carnevale as the voting delegate and Councilmembers Raymond Gregory and Rita Lamb as the alternates for the annual business meeting.

Attached for Council’s consideration is a Resolution (Attachment B) which includes the designation of Mayor Mark Carnevale as the voting delegate and Councilmembers Raymond Gregory and Rita Lamb as alternates, which will satisfy the League’s requirements enabling Cathedral City to participate in the Annual Business Meeting.
