Title: Council Goals Adopted over the Past Five Years.

Each January, the City Council meets in a special goal-setting session to develop goals for the year. In the past two years, they have developed a formal five-year strategic plan. The strategic plan developed in January 2024 and subsequently adopted by the Council includes the following action item:
A-10 Prepare a study session update on previous Council Adopted Goals over the past 5 years
DISCUSSION:
The goals adopted for each year over the past five years are attached. The attachments come from the year-end report on the progress made on the goals, which is normally presented to Council at the goal-setting session the next year. The report on the 2024 strategic plan is from the update provided in August 2024.
In most cases, the goals were either achieved or carried over to be completed in the following year. Exceptions were the 2020 goals which were significantly affected by the pandemic and the subsequent staff reductions and the 2023 strategic plan which was affected by the costs incurred in the Tropical Storm Hilary response resulting in the delay of several planned projects.
Council will have the opportunity to discuss any of the goals from the years included and ask questions of staff who will be prepared to provide information on departmental responses to the goals.
FISCAL IMPACT:
There is no fiscal impact associated with this discussion. Each year the Council goals provide a road map to the departments in the development of departmental work plans and corresponding budget requests. Costs associated with some items are absorbed into departmental budgets and others require changes or additions to departmental budgets.
