Whispering Palms Trail – Between Ramon Road and Baristo Road Temporary Traffic Calming Study
This report presents the results of the speed surveys completed in the City of Cathedral City, California , on Whispering Palm Trail between Ramon Road and Baristo Road as requested by a Cathedral City Resident at 31720 Whispering Palms Trail.

Roadw
ay Characteristics
Whispering Palms Trail is a two-lane local (residential) street with parking on both sides that extends north-south between Durango Road and Dinah Shore Drive. The posted speed limit on Whispering Palms Trail is 25 miles per hour (mph).

The para
meters for the implementation of traffic calming devices in residential areas is as follows:

Par
ameter 1: The measured 85th percentile speed of traffic shall be equal to or greater than 35 mph.

Parameter 2: 70% of the measured speeds shall be in excess of 25 mph.

Speed S
urvey Data Collection
The Engineering Department conducted a speed radar survey and speed feedback survey on the quarter mile roadway segment of Whispering Palm Trail between Ramon Road and Baristo Road within the following periods of time:
• Jul
y 16, 2024, through July 22, 2024 (7 days) - Speed Radar Survey • July 22, 2024, through July 29, 2024 (7 Days) - Speed Feedback Sign Survey.

Tr
affic Calming Step 1: Speed Radar Survey– July 16, 2024, through July 22,2024 Speed Radar Survey Results:

1. Par
ameter 1 was met with the 85th percentile speed of traffic being 35 mph.

2. Parameter 2 was met with an average of 73% of the measured speed being over the posted speed limit.
2 With the 85th percentile speed recorded and the percentage of speed violations greater than or equal to the allowable threshold for residential areas, staff proceeded to Step 2 of the traffic calming process.

Tr
affic Calming Step 2: Speed Feedback Signs – July 22, 2024, through July 29, 2024 Speed Feedback S ign Survey Results:

1. Par
ameter 1 was not met with the 85th percentile speed of traffic being 30 mph.

2. Parameter 2 was not met with an average of 48 % of the measured speed being over the posted speed limit.

The dat
a obtained showed a reduction in speed that falls within the permissible limits of the 85th percentile speed and percentage of speed violations. Therefore, the street segment does not require additional temporary calming measures.

affic Calming Step 1: Speed Radar Survey– October 07, through October 07, 2024 Speed
Radar Survey Results:

1. Par
ameter 1 was met with the 85th percentile speed of traffic being 35 mph. 2 2. Parameter 2 was met with an average of 74% of the measured speed being over the posted speed limit.

Wi
th the 85th percentile speed recorded and percentage of speed violations greater than the allowable threshold for residential areas, staff proceeded to Step 2 of the traffic calming process.

Tr
affic Calming Step 2: Speed Feedback Signs – August 26, 2024, through September 08, 2024 Speed Feedbac
k Sign Survey Results:

1. Par
ameter 1 was not met with the 85th percentile speed being 30 mph.

2. Parameter 2 was not met with an average 47% of the measured speed being over the posted speed limit.

The data
obtained showed a reduction in speed that falls within the permissible limits of the 85th percentile speed and percentage of speed violations. Therefore, the street segment does not require additional temporary measures.
