Staff Report
Parks and Community Events Commission
Cathedral City
Item No. 3.3
Meeting Date: March 4, 2025
From: John Corella, Director of Public Works
Sponsors: Chair Erin Hyland and Vice-Chair Antonio Baciu Title: Approval of the Parks and Community Events Commission support of the 2nd Mobile Spay and Neuter Clinic in April 2025.

RECOMMENDATION:

To approve $3,000 from the Parks and Community Events Commission Fiscal Year 2024- 2025 Small Event Budget to support the 2nd Mobile Spay and Neuter Clinic at Cathedral City Library on Wednesday, April 23, 2025, and an additional 30 large dogs at the Riverside County Animal Shelter.

BACKGROUND:

The Riverside County Coachella Valley animal shelters are experiencing the worst overcrowding since the pandemic. In response to this issue, the Parks and Community Events Commission (PACE) Chair Hyland and Vice-Chair Baciu are proposing that PACE host a 2nd Mobile Spay and Neuter event to support the needs of our residents.

As part of the Fiscal Year 2024-2025 budget process, the Park and Community Events Commission (PACE) was allocated $10,000 per year to be able to fund all or portions of event requirements at parks within the city (PACE Events Budget). This may include services and/or materials, or a combination thereof.

Referencing the PACE Events Budget cite above, if a PACE event is initiated and requires funding from the PACE Events Budget, the event and the proposed cost must first be vetted by PACE. After the event receives a favorable PACE recommendation, the proposed event funding from the PACE Events Budget will be presented to the City Council for approval.

DISCUSSION:

The Parks and Community Events Commission (PACE) Chair Hyland and Vice-Chair Baciu are proposing that PACE hose a 2nd Mobile Spay and Neuter event on Wednesday, April 23, 2025, at the Cathedral City Library which is adjacent to Patriot Park in Cathedral City.

This event is to help combat the pet overpopulation crisis in the Coachella Valley, decreasing the record-breaking 12,000 animals euthanized last year.

The PACE proponents met with the Coachella Valley Animal Campus and Cathedral City Library to confirm event details. Below are the details of the proposed event:
• Event Date: Wednesday, April 23, 2025
• Time: 7:30am to 5:00pm.
• Location: Cathedral City Library parking lot located at 33520 Date Palm Drive adjacent to Patriot Park.
• Event Details:
• Open to dogs and cats as young as 8 weeks and below 20 pounds. • 30 animals to be spayed/neutered, free of charge to Cathedral City residents. • Animals are dropped off and picked up when texted.
• All animals will be microchipped if not already, free of charge.

New and added to this year's event, the County of Riverside has agreed to spay or neuter an additional 30 large dogs which exceed the onsite mobile clinic threshold of 20-pounds or less. These additional large dogs will be spayed or neutered offsite at the Riverside County Animal Clinic in Thousand Palms. The County Animal Clinic will require confirmation that the 30 large dogs belong to residents of Cathedral City.

The total cost to spay and neuter 60 Cathedral City animals is $6,000. Riverside County Supervisor Manuel Perez's office has agreed to fund half the cost of the program ($3,000).

If this item is approved, the Riverside County Animal Shelter will invoice the County Supervisor 's office and the City directly for their agreed upon amounts of $3,000 each, respectfully.
