INSTRUCTIONS AND APPLICATION
Fees:
• $194.00 nonrefundable fee required when submitting this Topper application for City review.
If the topper application is recommended for City Council approval by City Staff, the Applicant will pay the following fees before being presented to the City Council:
• A $209.00 Topper Staff Report preparation fee.
If the topper receives approval from the City Council, the Applicant will pay the following fees:
• $100.00 graphics preparation fee. Single fee is applicable for one topper or multiple identically named toppers.
• $175.00 fee for the fabrication of each topper, installation hardware and delivery to the City.
• $80.00 fee for installation labor and equipment for each topper.
Once fees are paid, Toppers become the property of the City of Cathedral City. The City of Cathedral City reserves the right to remove Toppers for any reason, including but not limited to, Loppers that are damaged, faded or otherwise no longer serve their originally intended purpose The City of Cathedral City is not responsible to maintain Toppers and is not responsible for thei replacement if they are missing, damaged or destroyed. Applicants may pay fees for replacement Toppers for the City to install if maintenance and/or replacement is necessary. The fees to fabricate Note: City Council reserves the right to make exceptions to this Topper Policy for signage and/or recognitions in conjunction with established student naming programs, school Topper programs, the Facility Naming Policy and any other overlapping naming recognition programs. $644

Cathedral City is a premier place to live, raise a family and do business. Since incorporating in 1981, steps have been taken to enrich the community and enhance residents' quality of life. A particularly powerful step is recognizing the contributions of notable residents and thus ensuring that their legacy and contributions live on.
In 2020, the Cathedral City Council approved a street topper sign policy, a street sign mounted on top of an existing residential intersection street sign. They do not impact the mailing addresses of any residents and are not acknowledged by the U.S. Postal Service or any delivery service. These signs only celebrate Cathedral City's history and sense of community.
Sadly, in 2024, Cathedral City lost Diane Gill, a Community Influencer, who lived in the Cove. Along with her wife, Jane Rasco, their philanthropy, civic mindedness, and countless hours, days, weeks, months, years and decades of unwavering commitment to the residents of the Cove and Cathedral City, merit acknowledgement.
Their lasting contributions are recognized by the Cathedral City Boys and Girls Club, the Cathedral City Senior Center, FIND Food Bank and all the residents in the CC Cove community who have benefitted from their tireless advocacy for the cove community assessment district resulting in infrastructure improvements including:
sewer system, flood control, curbs and gutters, and new roads and a community that is safer, more resilient and environmentally sound as we face the uncertainties of an everchanging climate.
The community influencers to be recognized are:
Diane Gill [deceased] and Jane Rasco. Jane continues to live on Channel Drive. Two sign blades would be installed:
1) Corner of Channel and Valley Vista
2) Corner of Channel and Carroll
Subject to City Council approval, these sign toppers will be installed in spring 2025. If you have questions or concerns, please contact Rita Lamb, Council member at [email protected]. As mentioned earlier, I have now received the list of residents who have approved the street topper signs.
Houses are only on one side of the street, as they face the West Wash.
We would like a 3rd sign made that we will frame. Jane may end up in an assisted living situation, and she could take it with her.
Let me know when it will be on the Council agenda!!
