Subject: Budget Charge Order Request No. 4 - Coachella Valley Commerce Center (CVCC) Application Processing and CEQA Analysis Services
Pursuant to our recent discussions of the scope and budget associated with the above referenced Coachella Valley Commerce Center application processing and CEQA analysis, attached please find a proposed budget augmentation request associated with the following tasks. We have undertaken a comprehensive review in an effort to cover all known work moving forward to complete this project.
Applicant, City and In -House Meetings/Consultations : Funds in this task category have been exhausted. To date, this large and complex project and evolving transportation and other planning in the project area have required more meeting and consultation than was originally anticipated. The City/Terra Nova team has just received a substantially revised application package that, along with expected future consultations on project planning, design, engineering and environmental responsiveness, have contributed to this task funding request.
Application Processing, Analysis, Staff Reports: Consistent with the evolving application design, supporting materials and review and analysis, additional funds are requested to ensure that the remaining steps associated with this task are adequately funded.
EIR Documentation and Drafting: Substantial progress has been made in drafting the EIR for this project and effort has focused on areas where the applicant’s submittal was believed to be complete and adequate. With receipt of the revised application submittal this month, there are many areas of our EIR analysis that now require review and revision. Recent litigation on adjoining and similar development plans has also increased our focus on certain areas of analysis. The requested budget augment for this task would ensure adequate funds for the needed revised and expanded EIR analysis (see Noise Impact Analysis below).
Project Management: The budget for this project task is currently running a deficit and substantial additional staff time will be required to continue and complete the various management tasks associated with processing and analysing this project.
GIS, Graphics and Exhibits: A wealth of GIS-based data and information has been collected and is being analysed as a part of the project EIR analysis. The modest budget increase
2 request for this task will ensure adequate funds to conduct GIS analysis and prepare a suite of effective graphics and exhibits in support of the EIR and project presentation.
Administrative Support: The budget for this task has been exhausted; this task was modestly funded but has contributed substantially to cost effectively supporting this project. Some administrative tasks will be or are being repeated, and other anticipated tasks are still to be completed.
Noise Impact Analysis: Our current scope of work does not provide for a separate technical analysis of project noise impacts. While the desktop analysis already largely completed is thorough and defensible, the analysis would nonetheless benefit from an independent technical analysis of potential construction and operations noise on the local noise environment and sensitive receptors . Terra Nova will contract for and manag e Urban Crossroads’ preparation of a detailed noise analysis, including regulatory documentation, collection of 24 -hour noise data at up to 8 locations and conduct noise modeling on up to 20 roadway segments. The consultant will c alculate, tabulate and illustrate noise contours, and analyse existing and future conditions with and without project. The consultant will also characterize and analyse project stationary noise sources, analyse project construction and operational noise generation, analyse impacts and recommend mitigation where needed (see attached UXR agreement).
Summary of Change Order Request No. 4
Substantial changes in project design and engineering have led to certain unavoidable inefficiencies in reviewing and processing this project. With the updated application package in hand, Terra Nova and the City have a clearer path forward. The requested budget augmentation will ensure that the project is processed and analysed in a thorough, timely and cost-effective manner. The following summarizes the subject funding request.

John Criste
Terra Nova Planning & Research, Inc.
42635 Melanie Place, Suite 101
Palm Desert, CA 92211
John Criste,
This work authorization is intended to cover the additional work needed to prepare a Noise Analysis for the Coachella Valley Commerce Center (CVCC) (Project) which is located west of Bob Hope Drive and adjacent to Varner Road and north of Interstate 10.
SCOPE OF ADDITIONAL WORK
NA-1: NOISE ANALYSIS
The following scope of work and associated professional fees represent the services necessary to complete the NA:
NA-1.1 Identify and review applicable, Federal, State and Local Noise criteria. This includes the City of Cathedral Noise Element and Municipal Code to determine appropriate noise standards and significance criteria.
NA-1.2 Collect long -term 24 -hour ambient noise level measurements in the Project study area at up to eight locations to quantify the existing noise environment. All noise level measurement equipment will satisfy American National Standards Institute (ANSI) standard specifications for sound level meters ANSI S1.4 -2014/IEC 61672 - 1:2013. The noise level measurem ents will be collected consistent with the criteria outlined in the Municipal Code. Briefly describe the ambient noise conditions in the Project study area.
NA-1.3 Calculate the off -site traffic noise contour boundaries for the baseline (existing) conditions, existing plus ambient growth, and General Plan Buildout conditions consistent with the Project Traffic Analysis on up to twenty study area roadway
15880-08 CA #4.docx 2 Coachella Valley Commerce Center (CVCC) segments. Calculate the Project contributions by comparing the "with" and "without" Project noise contours on the study area roadways for the proposed project. Determine if the Project will create a significant noise impact on any analyzed roadway segments.
NA-1.4 Utilize reference noise level measurements to represent the expected stationary source impacts associated with the proposed Coachella Valley Commerce Center (CVCC) Project land uses.
NA-1.5 Evaluate the potential stationary source noise impacts associated with the operation of the proposed Project and recommend measures to reduce the potential noise impacts to any nearby noise-sensitive uses.
NA-1.6 Provide a detailed construction noise and vibration analysis for each stage of typical daytime construction using reference noise level measurements of similar activities.
This will include an evaluation of both the ab solute and relative construction noise level impacts.
NA-1.7 Assess the potential absolute and relative construction noise levels associated with nighttime concrete pouring activities.
NA-1.8 Summarize the results of the study in a noise impact analysis report addressing the potential impacts associated with the Project and provide appropriate measures to reduce the impacts to levels of less than significant.
NA-2: NOISE ANALYSIS RESPONSE TO COMMENTS
NA-2.1 Revise the Noise study report based on comments provided by the Client and Lead agency for up to 2 review cycles.
NA-2.2 Assist the CEQA preparer with preparation of response to comments on the draft CEQA document.
