Title: Authorize a one (1) year extension to TAMJAC, LLC. for On-Call Community Development Block Grant Administrative Support Services RECOMMENDATION:
Authorize a one (1) year extension to the existing subrecipient agreement with TAMJAC, LLC. for on-call Community Development Block Grant (CDBG) administrative support services; and authorize the City Manager to execute the associated amendment documents.
BACKGROUND:
Cathedral City receives annual funding through the Community Development Block Grant (CDBG) program, awarded by the U.S. Department of Housing and Urban Development (HUD). This funding enables the city to implement a wide range of community development activities focused on neighborhood revitalization, economic development, and the enhancement of public facilities and services primarily benefiting low- to moderate-income (low-mod) individuals.
As a CDBG entitlement city, Cathedral City develops a 5-Year Consolidated Plan (Con Plan) to identify community priorities, and an Annual Action Plan (AAP) detailing how CDBG funds will be allocated each fiscal year. On April 23, 2025, the City Council approved the FY 2025- 2026 AAP, which allocates funding for program administration, public services, and infrastructure improvements. Program administration includes on-call administrative support services.
On July 24, 2024, the city entered into an agreement with TAMJAC, LLC (TAMJAC) for on- call CDBG administrative support services. The scope of services provided by TAMJAC includes, but is not limited to:
Assisting with the development of the Annual Action Plan in alignment with the Con Plan and HUD guidelines.
Evaluating community needs and assisting with the creation of strategies, objectives, and programs.
Incorporating HUD-required performance measures.
Maintaining records in compliance with federal regulations. Coordinating with city staff on program status, grant drawdowns, and quarterly cash- on-hand reporting.
Conducting environmental reviews for HUD Environmental Review Online System (HEROS) compliance.
Preparing subrecipient agreements.
Monitoring compliance with Davis-Bacon prevailing wage and HUD Section 3 requirements for construction projects.
Ensuring adherence to all applicable federal, state, and local laws and policies.
DISCUSSION:
The original agreement with TAMJAC, LLC was executed on July 24, 2024, for a one-year term, with the option to extend for up to two additional one-year periods. TAMJAC has consistently demonstrated professionalism, delivered services in accordance with the scope of work, and adhered to all project deadlines. Their established familiarity with current and upcoming projects remains critical to ensuring continuity and operational efficiency in the delivery of program services.
Given TAMJAC’s satisfactory performance, staff recommend exercising the option to extend the agreement for an additional one-year term, effective upon the current agreement’s expiration. The proposed amendment, attached to this report, also incorporates updated CDBG provisions to maintain full compliance with regulatory requirements.
The FY 2025–2026 Annual Action Plan (AAP) is currently under review by the U.S.
Department of Housing and Urban Development (HUD). However, based on prior year timelines, staff anticipate the approval and execution of the associated funding agreement by August 2025. The agreement with TAMJAC was previously approved and funded under the FY 2024–2025 CDBG allocation as an eligible administrative activity. Consequently, the city is hereby authorized to proceed with the recommended extension at this time.
Staff recommend that the City Council approve a one (1) year extension of the subrecipient agreement with TAMJAC, LLC for CDBG administrative support services; and authorize the City Manager to execute associate amendment documents.
FISCAL IMPACT:
On-call administrative support services is budgeted through Cathedral City’s FY 2025-2026 CDBG allocation, which totals $511,608. TAMJAC will continue to provide the services requested by task order at the hourly rate provided for a not-to-exceed amount of $35,000.
