Item No. 6.A
Meeting Date: August 13, 2025
From: Tracey Hermosillo, City Clerk
Title: Consider Making an Appointment to the Finance Advisory Committee RECOMMENDATION:
To consider making an appointment to the Finance Advisory Committee to fill an unexpired seat with a term continuing through June 30, 2026, based on the interviews conducted during the Study Session portion of the meeting held June 25, 2025.
BACKGROUND:
The terms of appointments and term limits for commissions and committees have been established in the Cathedral City Municipal Code and by Resolution. There are no term limits established for committees in the municipal code. All members of the commissions and committees shall be appointed for a three-year term unless otherwise provided by law, ordinance, resolution or if not applicable. When an unexpected vacancy occurs on a commission/committee, an appointment may be made to fulfill the remainder of the term.
Most, if not all, term limits will expire on June 30th of their respective year.
The Finance Advisory Committee is made up of five members and currently has one vacant seat. The committee meets annually or on an as needed basis and shall be subject to the provisions of the Brown Act.
DISCUSSION:
With the recent passing of Chip Yarborough, the Finance Advisory Committee now has one vacant seat with a term expiring on June 30, 2026. The vacancy was posted pursuant to Government Code 54974.
As Council is aware, at the June 25, 2025, City Council Meeting, the Council interviewed three individuals, Antonio Baciu, Rocio Conde and David Leach. At the same meeting Council appointed Antonio Baciu to fill that vacant seat. The applications for the two applicants not appointed are on file for a year and can be considered for appointments for any vacancies that may arise during that year. In addition, it should be noted that no other applications have been submitted since the posting of the Notice of Vacancy. The applications are attached for Council’s review.
At this time the City Council can consider appointing Rocio Conde or David Leach to fill the unexpired seat expiring on June 30, 2026, both applicants are still interested in serving on this committee, or the City Council can direct staff to schedule interviews at a later date, when additional applications have been received.
FISCAL IMPACT:
There is no Fiscal Impact with this item.
