Title: 2025-2026 California Highway Patrol Cannabis Tax Fund Grant Program
RECOMMENDATION:
To accept the California Highway Patrol (CHP) Cannabis Tax Fund Grant in the amount of $124,561.63 and authorize the City Manager to execute the grant agreement.
BACKGROUND:
Recognizing the needs of the community for additional traffic safety and enforcement opportunities, the Cathedral City Police Department applied to the CHP for a Cannabis Tax Fund grant. The purpose of the grant is to reduce the number of persons killed and injured in traffic collisions by impaired drivers (alcohol and drugs). The grant supports sending officers to advance training courses to detect impairment, DUI saturation patrols, and a DUI enforcement vehicle.
DISCUSSION:
The grant is a one-year grant funding opportunity, starting July 1, 2025 and ending June 30, 2026. The grant funding will cover personnel overtime costs to conduct DUI saturation patrols, lodging costs to send two (2) officers to drug recognition expert training, 10 officers to advanced roadside impaired driving enforcement, and one (1) outfitted DUI/DUIID enforcement vehicle. The program will concentrate on DUI enforcement with specific advanced training for DUI drugs. These operations are designed to earn media attention to enhance the overall deterrent effect of impaired driving. The Police Department plans to conduct several operations during the course of the grant period in an effort to bring more attention to the issues of DUI within the community.
FISCAL IMPACT:
There is no financial impact to the General Fund. The grant funding covers the overtime for saturation patrols, lodging during training, and equipment costs not to exceed $124,561.63 during the grant period.
