Staff Report
City Council
Item No. 4.J
Meeting Date: September 10, 2025
From: John A. Corella, Director of Public Works
Title: Amendment No. 2 to the Professional Services Agreement with Z&K Consultants, Inc. for the Highway Safety Improvement Program Cycle 9A Project: Traffic Signal Improvements at Twelve Intersection (CIP No.

C08752)
RECOMMENDATION:

To approve Amendment No. 2 to the professional services agreement (agreement) with Z&K Consultants, Inc. (Z&K), for construction engineering services for the Highway Safety Improvement Program (HSIP) Cycle 9A Project: Traffic Signal Improvements at Twelve Intersections (CIP No. C08752), extending the term of the agreement by an additional twelve (12) months to complete the construction and closeout phases for the project; and authorize the City Manager to execute the amendment.

BACKGROUND:

The HSIP is a core Federal-aid program with the purpose of achieving significant reduction in traffic fatalities and serious injuries on all public roads, including non-State-owned public roads and roads on tribal land. The HSIP is one of the programs in the Federal Surface Transportation Act established in August 2005.

The California local HSIP funds local highway safety improvements projects on a two-year call-for-projects cycle. The timing and size of the call is determined by program apportionments, current HSIP Federal Transportation Improvement Program (FTIP) capacity, and the delivery of the existing HSIP Projects.

The division of local assistance (DLA) manages California’s local agency share of HSIP funds. California’s local HSIP prioritizes infrastructure projects with nationally recognized crash reduction factors (CRF). Local HSIP projects are ranked and selected based on crash severity, crash potential, crash rate, or other data-supported means.

In December 2018, Cathedral City was awarded a $1,302,500 HSIP Cycle 9 grant to design and install advanced dilemma zone detection equipment, left turn phases and pedestrian countdown heads at signalized intersections.

In June 2020, the City Council awarded a professional services agreement to Advantec Consulting Engineers, Inc. (Advantec, design consultant) to complete the design of the HSIP Cycle 9A Project: Traffic Signal Improvements at Twelve Intersections Project (CIP No.

C08752).

In February 2022, the City Council approved Amendment No. 1 to the agreement with Advantec to add the design of two (2) additional intersections to the project due to the overlapping scope of work with the Coachella Valley Association of Governments’ (CVAG’s) regional traffic signal synchronization project (CV Sync).

In January 2024, the City Council approved Amendment No. 2 to the agreement with Advantec to accommodate the bidding and construction phase of the project. Additionally, the California Department of Transportation (Caltrans) approved the city’s request for allocation (RFA) of HSIP construction (CON) funds.

In March 2024, the City Council awarded a professional services agreement to Z&K (construction engineering consultant) for construction engineering support services for the project.

In August 2024, the City Council approved Amendment No. 1 to the agreement with Z&K to incorporate additional contract provisions as prescribed by Caltrans for state and federally funded projects.

On March 27, 2025, the City Council awarded a contract to Elecnor Belco Electric, Inc. (contractor) for the construction of the project.

DISCUSSION:

The professional services agreement with Z&K, executed on March 27, 2024, establish an initial eighteen (18) month term for services, with an expiration date of September 27, 2025.

As a result of delays experienced during the bid solicitation process, it has become evident additional time is required to complete both the construction and closeout phases of the project, as specified in the professional services agreement. Z&K has provided essential support throughout the preliminary construction phase and has performed satisfactorily to date. To maintain continuity and facilitate the successful completion of the project, staff recommend extending the term of the agreement.

Staff requests a twelve (12) month extension, revising the agreement expiration date to September 27, 2026, to allow Z&K sufficient time to provide construction management services to complete the construction and closeout phases for the project.

City staff recommends City Council approve Amendment No. 2 to the agreement with Z&K, for construction engineering services for the HSIP Cycle 9A Project: Traffic Signal Improvements at Twelve Intersections (CIP No. C08752), extending the term of the agreement by an additional twelve (12) months to complete the construction and closeout phases for the project; and authorize the City Manager to execute the amendment.

FISCAL IMPACT:

There is no fiscal impact associated with this action.

Amendment No. 2 does not modify the original scope of work or increase the approved budget amount. It solely extends the term of the agreement to provide additional time for the completion of professional services as outlined in the original scope of work.
