From: Michael Contreras, Fire Chief
Title: Resolution Authorizing the City Manager and the Financial Services Director as the Official Designees for the Emergency Management Performance Grant (EPMG) and State Homeland Security Grant Program (SHSP).
RECOMMENDATION:
To approve the resolution authorizing the City Manager and the Financial Services Director to act as the official designees for the Emergency Management Performance Grant (EPMG) and State Homeland Security Grant Program (SHSP) for program years Fiscal Year (FY) 2024, FY 2025, and FY 2026 and to execute and provide all forms, agreements, and other assurances as required.
BACKGROUND:
On July 9, 2025, Council accepted a grant through the FY 2024 Emergency Management Performance Grant (EMPG) program in the amount of $8,685.00. The EMPG program is a federally funded initiative administered locally through the Riverside County Emergency Management Department. The purpose of the grant is to assist local governments in enhancing and sustaining their emergency management capabilities. The performance period for equipment-related expenditures under this grant began on April 23, 2025, and ends December 31, 2025. The award is subject to compliance with 2 CFR Part 200 and other federal, state, and local grant requirements.
DISCUSSION:
During the application process for Emergency Management Performance Grant (EMPG) program, Resolution 2023-41 (Designation of Applicant’s Agent Resolution for Non-State Agencies) was used to show proof of authority to apply for and sign grant agreements with Cal OES. This resolution was approved December 13, 2023 and is valid until December 13, 2026. This resolution includes future grant programs with Cal OES.
The State Homeland Security Grant Program is another grant program offered by the Riverside County Emergency Management Department. Any future awards will be brought to Council for acceptance.
On August 20, 2025, the Riverside County Emergency Management Department notified the grant team that the program name and the grant subaward performance periods need to be specified.
The proposed resolution specifies these elements instead of using overarching language.
FISCAL IMPACT:
There is no direct fiscal impact associated with this action. The official designees will be provided the authority to submit forms, assurances, and execute agreements with Riverside County Emergency Management Department Emergency Management Performance Grant (EPMG) and State Homeland Security Grant Program (SHSP) for program years Fiscal Year (FY) 2024, FY 2025, and FY 2026.
Purchases related to the program will still follow normal City procedures.
