BACKGROUND:
On February 8, 2023, the City Council formally accepted the Cathedral City Active Transportation Plan (ATP), developed with funding support from the Southern California Association of Governments’ (SCAG) sustainability program. The ATP is intended to help cities across Southern California implement actionable strategies to enhance mobility options of all users, particularly pedestrians, bicyclists, and transit riders. The plan establishes a citywide pedestrian and bicycle network, outlines safe connections between key destinations, and identifies specific infrastructure improvements to support alternative transportation modes.
On February 6, 2023, the Riverside County Transportation Commission (RCTC) issued a call for projects under the FY 2023-2024 SB 821 program. In response, engineering staff identified two projects from the ATP that would significantly improve safety for both bicyclists and pedestrians, and which met the program’s eligibility criteria. The selected projects were:
Perez Road from Cathedral Canyon Drive to Date Palm Drive (Class IV Separated Bikeway)
Whispering Palms Trail from 30 th Avenue to Dinah Shore Drive (Class III Bike Route) In April 2023, the city submitted individual funding applications for each of the identified projects, both of which were approved by RCTC in July 2023. Following the approvals, the City Council, in August 2023, authorized funding agreements for both projects under the FY 2023-2024 SB 821 program. These agreements formalized the commitments and financials responsibilities of both RCTC and the city, based on the total estimated project costs outlined in the grant applications.
For the Perez Road Class IV Separated Bikeway Project, the total estimated project cost was $680,000. Of this amount, the city was awarded $510,000 (75%) in SB 821 grant funding, with the remaining $170,000 (25%) to be provided through a required local match.
The eligible reimbursable expenses under the SB 821 program include project administration, design, environmental review and construction.
On December 11, 2024, the City Council awarded a contract in the amount of $35,000 to STC Traffic, Inc. (STC) for engineering professional services related to the design of the Perez Road Class IV Separated Bikeway Project. STC completed the plans, specifications and estimates (PS&E) for the project on July 18, 2025.
The Perez Road Class IV Separated Bikeway project proposes an on-street bicycle facility with physical separation. The project spans approximately 0.6 miles along Perez Road from Cathedral Canyon Drive to Date Palm Drive. Planned improvements include an east-west bicycle facility that will provide a connection to major local roadways, transit, and adjacent key community destinations. The Class IV separated bikeways will include a 7-foot bike lane adjacent to the existing curb, a 4-foot horizontal buffer zone with vertical K71 flexible post delineators, spaced approximately 10 feet apart. The project also includes the application of Rubberized Emulsion Aggregate Slurry (REAS) to rehabilitate the pavement in the project area.
During the design phase, city staff, in collaboration with the STC, explored various alternatives to physically separate the bike lanes from vehicular traffic lanes to enhance cyclists’ safety and comfort. As part of this evaluation process, staff reached out to several municipalities across Southern California and within the Coachella Valley that had already implemented Class IV separated bike lanes. In addition to gathering insights from other cities, city staff also met with multiple vendors to review available products and technologies that could meet local needs.
Based on the findings from consultations and product evaluations, the decision was made to install K71 bollards as physical separators to clearly define bike lanes and enhance overall roadway safety. With the estimated cost being within the City’s informal bidding process, staff obtained three quotes for the selected bollards. This approach allows the city to secure the lowest available price and identify a separate line item for the bollard installation as part of the overall project construction.
On June 18, 2025, a community meeting was held at Meester Zebra’s, a local restaurant on Perez Road, to present the project's objectives, scope, and expected impacts. The meeting also provided an opportunity for the public to share feedback, suggestions, and concerns.
The event was well attended, with participants expressing unanimous support for the project.
Attendees offered constructive input, which was considered as the project moved into the construction bidding phase.
DISCUSSION:
Construction Bid Process
On July 20, 2025, the city advertised the invitation to bid, requesting qualified contractors to perform the scope of work described in Bid No. B24-99E, which includes the PS&E for this project.
The bid solicitation was made available to contractors for twenty-five (25) calendar days and advertised in the following locations:
Desert Sun – published on July 20, 2025, and July 27, 2025 PlanIt Print Works – from July 20, 2025, until August 12, 2025 City’s Website – from July 20, 2025, until August 12, 2025 On August 12, 2025, the city received three (3) bid proposals for this project. The following table ranks each qualified bidder by the total base bid amount.
RANK CONTRACTOR AMOUNT
1 Union Pavement Services, Inc. $249,590
2 All American Asphalt $275,500
3 Pavement Coatings Company $337,350
The bid tabulation prepared by the Engineering Division is attached to this report for reference.
On August 15, 2025, All American Asphalt, the second-lowest bidder, submitted a formal protest challenging the bid submitted by Union Pavement Services Inc. (Union), the apparent low bidder. After a thorough review of the bid documents and the protest, the City Engineer determined that the protest lacked merit. As a result, the protest did not meet the threshold for reconsideration or reversal of the bid solicitation outcome.
Based on the bids received, the lowest responsive and responsible bidder who yields the lowest contract price is Union Pavement Services, Inc. from Jurupa Valley, CA.
Informal Bid Process
On July 11, 2025, city staff contacted vendors to provide quotes to purchase 330 units of K71 bollards through the informal bid process according to the city’s procurement policy.
Staff received three (3) quotes for the procurement of this product. The following table ranks each supplier by the total quote:
RANK CONTRACTOR AMOUNT
1 Zumar $67,250.68
2 SimiFast $71,542.43
3 Endoto Corp $79,175.47
Based on the quotes received, the lowest priced quote was submitted by Zumar from Tacoma, WA.
City staff recommend the City Council to authorize a total construction budget of $379,250.58, comprised of:
Award a construction contract to Union Pavement Services, Inc. in the amount of $249,590 for the SB 821 Bicycle and Pedestrian Facilities program (SB 821) for Perez Road Class IV Separated Bikeway project (C08673) and approve a twenty-five percent (25%) contingency in the amount of $62,410.00 for unforeseeable construction costs.
oAuthorize the City Manager to execute the required contract documents. oAuthorize the City Engineer to request bonds and insurance for the project and issue the notice to proceed.
