City Council
Item No. 4.P
Meeting
Date:

September 10, 2025
From: George Crum, Police Chief
Title: Purchase of One (1) 2025 Ford Mustang Mach-E Electric Vehicle from Ken Grody Ford Redlands, for $45,829.74
RECOMMENDATION:

To authorize the purchase of one (1) 2025 Ford Mustang Mach-E electric vehicle from Ken Grody Ford Redlands for use by the Citizens on Patrol (COP) Program in the amount of $45,829.74, inclusive of vehicle purchase, upfitting, decals, and sales tax.

BACKGROUND:

The Cathedral City Police Department’s Citizen on Patrol (COP) program has been in operation for over 20 years. This group of volunteers is an essential part of the department providing a significant level of support. While these volunteers do not have law enforcement authority, their presence and assistance enhance the department’s community outreach and public safety efforts.

They provide a variety of services including the following:
COP’s conduct routine visible patrols of residential neighborhoods, parks, schools, and commercial areas,
Report suspicious activity or public safety concerns to sworn personnel, Assist with traffic control during parades, special events, accidents, and street closures.
Enforce parking regulations such as fire lane violations, handicap parking and other municipal code violations (where authorized).
Serve as goodwill ambassadors representing the Police Department to the public. Assist with shuttling vehicles for service, and
Deliver documents/items between various public safety agencies.

DISCUSSION:

One of the current COP vehicles (2015 Ford Escape) is over 10-years old and is showing signs of age, with sun damage to the paint and increased maintenance costs. Replacing the aging unit with a modern, environmentally friendly vehicle will better support the program’s operations and reflect the City’s commitment to reducing the environmental impact of emissions.

Staff received three quotes from dealerships and Ken Grody Ford Redlands was the lowest.

Staff proposes the purchase of a 2025 Ford Mustang Mach-E from Ken Grody Ford Redlands for the COP Program. The Mach-E is an all-electric SUV that offers quiet operation, advanced safety features, and a modern presence aligned with the City's environmental goals.

Key benefits of the 2025 Mustang Mach-E include:
Fully electric drivetrain with an estimated range of over 250 miles per charge Smooth and quiet operation ideal for non-enforcement public patrol Advanced driver-assist and safety technologies
Lower fuel and maintenance costs compared to internal combustion vehicles The Mach-E’s efficient operation makes it ideal for volunteer use while providing high visibility during public events and routine patrols. Staff contacted local dealerships to explore availability and Ken Grody Ford Redlands currently has several Mach-E's available in their inventory. This will allow for immediate delivery and staff will not have to wait to place an order. They provided staff with a competitive quote for the listed vehicle.

FISCAL IMPACT:

The estimated total fiscal impact is $45,829.74, which includes vehicle, sales tax, decals, and necessary police equipment upfitting. Funding for this vehicle will be from the Equipment Replacement Fund (611) and was included in the Fiscal Year (FY) 2025/2026 budget.

Financial Services and Public Works/Environmental Conservation are in the process of determining the environmental upgrades applicable for this purchase. We anticipate approximately $6,000 will be transferred from the AB 939 Environmental Fund (246) to the Equipment Replacement Fund (611).

FIVE-YEAR STRATEGIC PLAN:

Goal B: Community Investment
Action B-19: Develop fleet management policies to establish vehicle replacements and utilization standards.
