Staff Report
City Council
Item No. 4.L
Meeting Date: September 10, 2025
From: John A. Corella, Director of Public Works
Title: Amendment No. 1 to the Professional Services Agreement with Kimley- Horn and Associates, Inc. for Design of the Highway Safety Improvement Program (HSIP) Cycle 11A Project: 18 Unsignalized Intersection Upgrades (CIP No. C08754).

RECOMMENDATION:

To approve Amendment No. 1 to the Professional Services Agreement with Kimley-Horn and Associates, Inc., for the design of the Highway Safety Improvement Program (HSIP) Cycle 11A Project: 18 Unsignalized Intersection Upgrades (CIP No. C08754), extending the term of the agreement by an additional six (6) months to allow for completion of project design activities; and authorize the City Manager to execute the amendment.

BACKGROUND:

The Highway Safety Improvement Program (HSIP) is a core Federal-aid program with the purpose of achieving significant reduction in traffic fatalities and serious injuries on all public roads, including non-state-owned public roads and roads on tribal land. The HSIP program is one of the programs in the Federal Surface Transportation Act, established in August 2005.

The California local HSIP program funds local highway safety improvement projects on a two-year call-for-projects cycle. The timing and size are determined by factors like program apportionments, the capacity of the HSIP federal transportation improvement program (FTIP), and the progress of ongoing HSIP projects.

The division of local assistance (DLA) manages California’s local agency share of HSIP funds. California’s Local HSIP prioritizes infrastructure projects with nationally recognized crash reduction factors (CRF). Local HSIP projects are ranked on the basis of crash severity, crash potential, crash rate, or other data-supported means.

On June 25, 2021, the city completed the final local roadway safety plan (LRSP) which provides a framework for identifying, analyzing, and prioritizing roadway safety improvements on local roads. The LRSP was the basis for the city’s HSIP Cycle 11 grant application requests.

In August 2022, the City Council approved a task order with the city’s on-call traffic engineering consultant, STC Traffic Inc., to prepare four (4) grant applications for the HSIP Cycle 11 call-for-projects. In September 2022, the city submitted an application to the California Department of Transportation (Caltrans) for the 18 Unsignalized Intersection Upgrades project (HSIP Cycle 11A) with an estimated total project cost of $1,452,100.00.

The project was selected for funding in March 2023.

On October 23, 2024, the City Council approved a professional services agreement with Kimley-Horn for the design of the HSIP Cycle 11A project. Under this agreement, Kimley- Horn provides project management, conducts field investigations, coordinates with utilities, prepares environmental documentation, develops design plans, specifications, and a project cost estimate, provides assistance during the bidding process, and construction support. The total compensation for these design services is in a not to exceed amount of $228,797.52.

DISCUSSION:

The professional services agreement with Kimley-Horn, executed on October 23, 2024, established a one-year term set to expire on October 23, 2025.

Recent coordination with Kimley-Horn has identified the need for additional time to complete bidding assistance and construction support as specified in the agreement. Kimley-Horn has been integral to the project’s design and has performed satisfactorily to date. To maintain project continuity and ensure successful completion, staff recommend extending the term of the agreement.

Staff recommend a six (6) month extension of the agreement, revising the expiration date to April 23, 2026. This extension will enable Kimley-Horn to assist with the bidding process and provide essential construction support.

Staff recommend that City Council approve Amendment No.

FISCAL IMPACT:

There is no fiscal impact associated with this action.

Amendment No. 1 does not modify the original scope of work or increase the approved budget amount. It solely extends the term of the agreement to provide additional time for the completion of professional services as outlined in the original scope of work.

The table below provides a summary of the funding authorized by the City Council for professional design services associated with this project.
