Item No. 4.Q
Meeting Date: September 10, 2025
From: George Crum. Police Chief
Title: Purchase of Four (4) 2025 Chevrolet Tahoe Police Pursuit Vehicles (PPV) for $396,402.12
RECOMMENDATION:

To authorize the purchase of four (4) 2025 Chevrolet Tahoe Police Pursuit Vehicles (PPV) in the total amount of $396,402.12, inclusive of vehicle cost, upfitting, decals, in-car video systems and mobile computer.

BACKGROUND:

Beginning in 2024, the Police Department began to transition from Ford Explorer PPV to Chevrolet Tahoe PPV’s. The Chevy Tahoe PPV, provided more standard features along with more storage capacity. The vehicles have proven to be reliable, more robust and have met the demands of patrol staff.

Continuing with the above replacement plan, the Police Department seeks to replace four 2017 high-mileage frontline patrol units that have exceeded their recommended service life. These 2017 Ford Explorer PPV units require more maintenance, resulting in increased downtime and higher costs for repair.

To maintain officer safety and operational readiness, staff recommends replacing these units with the 2025 Chevrolet Tahoe PPV. These vehicles are specifically engineered for police use, offering heavy-duty suspension, advanced braking, and electrical systems designed to support emergency lighting, sirens, and mobile data equipment. Each unit is equipped with a 10-speed automatic transmission, Brembo front brakes, and auxiliary battery systems. These police vehicles will be marked patrol units and be equipped with standard emergency lighting, mobile data computers and in-car camera systems.

DISCUSSION:

Staff has researched various vendors and the availability of the 2025 Chevy Tahoe PPV.

No local dealership has on-hand inventory. Quality Chevrolet in Escondido, has on-hand inventory of the Tahoe PPV’s, which would not require the need to wait for a factory order.

Currently, factory ordering is open for the 2026 model, which would not be delivered until early to mid-2026. These vehicles will be able to be picked up immediately and sent for upfitting.

These Chevrolet Tahoe PPV’s have the same specifications as the ones currently in service and will be utilized for patrol operations. Immediate acquisition allows the vehicles to be placed in service and decommission the 2017 Ford Explorer PIU’s.

FISCAL IMPACT:

The fiscal impact for this purchase is $396,402.12, inclusive of vehicle cost, upfitting, decals, in-car video systems and mobile data computers. Funding for this purchase will come from the Equipment Replacement Fund (611) and was included in the Fiscal Year (FY) 2025/2026 budget.
