A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CATHEDRAL
CITY, CALIFORNIA, AMENDING THE SCHEDULE OF USER AND
REGULATORY FEES FOR VARIOUS CITY SERVICES TO ADD A FEE
FOR THE REVIEW OF AN ODOR CONTROL PLAN AND THE ANNUAL
CERTIFICATION OF AN CONTROL PLAN
WHEREAS, user and regulatory fees are established by the City Council; and WHEREAS, the City recently completed a study to identify the cost of providing various user and regulatory fee-related services; and
WHEREAS, the City Council adopted a schedule of fees through Resolution No. 2025-04 after finding that the study provides adequate evidence to conclude that the fees do not exceed the cost to provide the services for which the fees are charged; and WHEREAS, the schedule of fees contains provisions such that the City Manager may update the various fees based on the percentage change, for 12-months ending March of the current fiscal year, in the All Urban Consumers Price Index (CPI-U) for Riverside-San Bernardino-Ontario, to become effective July 1 of the subsequent fiscal year; and
WHEREAS, in order to assist staff in implementing the requested annual adjustments, if any, Exhibit “A” includes a column identified as “CPI” that illustrates the recommended annual adjustment pattern for the fees set forth in Exhibit “A”; and WHEREAS, this Resolution is adopted based upon the evidence submitted during the April 23, 2025, City Council meeting including, without limitation, all documents presented to the City Council; and
WHEREAS, in adopting this Resolution, the City Council is taking action only on those fees for the services, programs or products set forth in Exhibit “A” which have been modified from prior resolutions of the City Council. The remaining fees that have not been modified from prior resolutions shall remain in full force and effect.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CATHEDRAL CITY, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1.INCORPORATION OF RECITALS
The City Council hereby finds the recitals set forth above to be true and correct.
SECTION 2. AMENDMENT TO FEE SCHEDULE AND ESTABLISHMENT OF
REVISED CANNABIS LICENSING AND USER PERMIT FEES FOR THE
REVIEW OF AN ODOR CONTROL PLAN AND THE ANNUAL
CERTIFICATION OF AN ODOR CONTROL PLAN
The City Council hereby adopts an amendment to the fee schedule as set forth in attached Exhibit “A” and incorporated by reference.
SECTION 3. EFFECTIVE DATE
This Resolution shall take effect upon adoption.
SECTION 4. CERTIFICATION
The City Clerk shall attest to and certify the vote adopting this Resolution.
