Common Issues with Replacing Old Safety Lighting Systems with LED Luminaire Improvements
Common Issues with Replacing HPS Luminaires with Evolve ERLH Luminaires Common Issues with Backplate Replacement (CT Std Plan ES-4C):

Project Coordination & Scheduling
• Traffic control impacts: Working at 49 intersections requires extensive traffic control planning; lane closures and detours may create community complaints or require coordination with multiple agencies. • Access limitations: Requires Lane closures, traffic control, and possibly nighttime work, leading to cost and schedule impacts.

Work sequencing: Scheduling crews to minimize disruption while keeping progress efficient is complex.

Night vs. day work: Many cities require night work for intersection lighting, which can increase costs and cause labor fatigue.

Existing Condition Unknowns. Structural & Mounting Challenges • Aging infrastructure: old conduit, wiring, and pull boxes may deteriorate, corrode, or be undersized, requiring unforeseen replacement.
• Pole and bracket mismatch: The ERLH has different weight, size, and mounting requirements than older HPS fixtures.
• Wind load differences: The aerodynamic profile of ERLH fixtures may not match prior Caltrans/City- approved structural calcs.
• Vibration concerns: Especially on bridges, freeways, or rail-adjacent poles — LEDs can fail prematurely if vibration dampening isn't accounted for.
• Damaged or corroded hardware: Removing existing backplates can reveal rusted bolts, cracked housings, or brittle wiring
• Fragile signal heads: Risk of damaging the housing, lenses, or visors during backplate removal.

Electrical & Compatibility Issues
• Voltage mismatches: Older systems may not align with new LED driver requirements. • Load balancing: Shifting from HPS to LED changes circuit loads; panels may need reconfiguration. • Control system integration: If the City specifies smart lighting controls, compatibility with existing signal and communication networks can be problematic.
12 • Wiring incompatibility: Existing circuits designed for HPS ballasts may not align with the drivers used in LED luminaires.
• Photocell and control mismatches: Legacy photocells, dimming systems, or smart controllers may not be compatible with the new ERLH
• Voltage fluctuations: LED drivers are more sensitive to power surges than HPS ballasts. • Signal head variation: Existing traffic signal heads may not be the same size/model as those assumed in plans, making new ES-4C backplates incompatible.
• Mounting hardware misfit: Older hardware (clamps, brackets, bolts) may not align with new backplates without field modifications.
• Multi-head assemblies: Complex mast arm setups or cluster arrangements may require trimming or custom fitting Procurement & Material Issues
• Lead times: Long lead times for LED luminaires, poles, or smart controllers may delay project schedule. • Submittal approval: City engineers may reject proposed substitutions if they don't meet photometric or Caltrans/IES standards.
• Uniformity issues: Ensuring consistent luminaire models, color temperature, and mounting heights across all 49 intersections.

Construction & Installation Challenges
• Traffic signal conflicts: Close coordination needed to avoid interfering with signal heads, mast arms, or cameras. • Tight working conditions: Limited right-of-way at intersections makes staging equipment and lifts difficult. • Unexpected failures: Removal of old lighting may expose damaged poles or bases requiring replacement.

Contract Administration & Cost Risks
• Ambiguity in pay items: Scope gaps (e.g., who pays if underground conduit is unusable) can lead to disputes. • Change orders: High likelihood due to unknowns at each unique intersection. • Liquidated damages: Working across 49 locations increases risk of delays and penalties. • Specification gaps: City specs may not fully account for ERLH performance characteristics (photometrics, BUG rating, dimming)
• Submittal rejections: If the contractor proposes a different ERLH variant than the city pre-approved, the engineer may reject it.
• Warranty conflicts: ERLH warranty terms (often 10 years) may not align with contract maintenance obligations.

Public & Stakeholder Concerns. Illumination & Performance Concerns • Light distribution changes: HPS had wide, omnidirectional light spread, while LEDs like ERH have directional optics.

This may leave dark spots if the photometric design isn't redone. • Community complaints: Residents and businesses may dislike nighttime construction noise or brighter LED lights. • Aesthetics: Concerns about glare, color temperature, or fixture design consistency. • Agency coordination: Multiple stakeholders (City traffic, police, fire, utilities) must be kept informed to avoid delays.

Operations & Maintenance (Post-Installation)
• Warranty enforcement: Ensuring the City gets proper 10-year manufacturer warranties and understands how to claim them.
• Futureproofing: Some LED systems may not be compatible with future smart city upgrades.

Uniformity over time: If replacements are needed later, discontinued LED models can cause mismatched appearance.
13 Section 3: Scope of Work
RTEA will be responsible for all construction management and contract administration for the project along with the following tasks and subtasks.

Constructability Reviews - preforming review of plans and specifications prior to the preconstruction conference and identify potential problems that may need to be addressed Permitting - Review the Contractor's encroachment permits with the city and any AHJ permit required to conduct the work.

Field Walks - Required to schedule a field walk with inspectors, design engineer and the City representatives to review for compatibility issues, wiring and corrosion issues, mounting issues that may occur at each intersection.

Pre-Construction Conference - prepare agenda and items to be discussed at the preconstruction meeting and invite all stakeholders involved, including utilities. Provide draft agenda to the City for review and approval prior to the meeting.

Provide the Contractor with mandatory labor compliance checklist for his acknowledgment and signature.

Review of all submittals - RTEA CM staff will review and approve all submittals, while working both with the City representatives and the designer of record. We will conduct an initial review and verify submittals comply with the requirements in the plans and specifications. Then we will provide our comments to the designer of record and the city for their comments and/or concurrence.

Maintain all contract documents and contract administration for the project - RTEA will maintain all documentation in accordance with Caltrans Construction Manual and filing index with 63 categories. The files will have all the correspondence, submittals, schedules, materials, test results, photos, daily inspection reports, change orders, potential issues, pay estimates, shop drawings, and as built information. Weekly status reports and RE diaries will be filed in the records, weekly statement of working days, logs: submittal log, request for change log, RFI log, change order summary log, progress pay estimate log. All contract administration will comply with CT LAPM Ch. 16.

Weekly Construction Progress Meetings - WCM meetings will be conducted with the Contractor, design engineer, City representatives, utility owners, and CM staff. At this meeting the agenda will be prepared, meeting minutes will be sent out to participants along with the updated logs.

Subcontractor Request Forms - The RE/CM will complete the subcontractor request forms in compliance with the contractor's award package and send to the contractor for signature and verification of correct information.

Construction Schedule & As Built Plans - CM will review the submitted baseline schedule and 3 week look ahead schedules for completion and construction work, durations, and timelines. CM will maintain redline as built plans and conduct project closeout per the CT LAPM Ch. 17.

Claims Mitigation and Maintain Account Records - When issues arise in the field, our construction inspector will immediately notify the construction manager so he can assess the situation. Issues will be maintained on an Issue Log and if issue has merit, we will have the contractor issue a request for change and provide us with a cost and time impact analysis. The construction manager and lead construction manager will review our findings and provide the City with our recommendation of our assessment of cost and time impact by independent analysis. We will conduct scoping meetings for these change orders and issue a recommended change order to the City for their approval. If issue is in dispute, we will contact the Contractor and have him address by letter this change in scope is under dispute and we will have our inspector track all costs, material, equipment, and labor to this work separately on an inspection report form, and obtain a signature from the contractor on this inspection report for verification only.
