PROPOSAL: PROFESSIONAL ENGINEERING DESIGN SERVICES FOR THE LANDAU BOULEVARD PUBLIC ALLEY RECONSTRUCTION PROJECT (C02607)
Cathedral City
Il. STATEMENT OF QUALIFICATIONS
NAI's Unique Quality
Our unique strength lies in our ability to deliver constructible and reliable civil engineering designs tailored to the Coachella Valley's specific conditions. Unlike larger firms, we maintain a flexible, hands-on approach that allows us to integrate seamlessly with City staff while maintaining full responsibility for technical design deliverables.
For this project, our value is in our ability to:
• Coordinate effectively with utilities to ensure smooth design review and approval. • Develop clear construction documents that minimize contractor ambiguity and reduce the potential for change orders.
Experience
Project Management Administration and Engineering Support Experience NAI has delivered a wide range of public works design projects, including:
• Pavement rehabilitation and reconstruction projects with complete roadway plans, demolition sheets, construction details, and utility coordination.
• ADA accessibility improvements, including driveway apron reconstruction, curb ramps, and sidewalk modifications.
• Drainage improvements, such as ribbon gutter design and grading to promote positive drainage. • Traffic signing and striping plans integrated with roadway improvements.
Our team has successfully managed projects from initial survey and utility research through PS&E delivery and construction-phase support. For the Landau Boulevard Public Alley Reconstruction Project, this experience translates directly into preparing:
• Surveying-based road maps.
• Geometric approval drawings and roadway profiles.
• Utility conflict maps and coordination with franchise utilities. • Final design drawings, specifications, and engineer's estimates. • Bid and construction-phase support, including RFI responses and record drawing preparation.
Project Staffing
Lorissa Gruehl, P.E., is a registered Civil Engineer in the State of California and will serve as the Project/Design Engineer for this project. She brings over 20 years of experience in roadway improvement projects, including sidewalk gap closures, and will be responsible for overall design oversight and technical direction.
She will be supported by Jose Cortez, who will serve as an Associate Engineer. Jose has been with NAI for more than five years and has contributed to numerous design projects during his tenure. He will assist with the preparation of design documents and coordination to ensure project obiectives are met.
PROJECT UNDERSTANDING AND APPROACH
Introduction
infrastructure by reconstructing the asphalt and concrete pavement section, correcting existing drainage deficiencies, a comprehensive PS&E package. Our methodology emphasizes durability, safety, and compliance while aligning with City workflows and community expectations, ensuring a reliable and cost-effective solution from concept through construction support.
Project Challenges
The Alley does not currently have a consistent cross-section including: driveway locations, pavement width, grade, existing right-of way. The existing right-of-way may pose the largest potential challenge when it comes to utility conflict.
There appears to be properties that have the original property lines that did not include a road easement for the alley.
Instead, they have a 5' public utility easement.

Cathedral City
The grade of the road is also inconsistent, though generally grades toward the main streets. There appears to be at least one location where there may be a low spot.
Approach
Our goal will be to make the alley as consistent as possible with the road-way cross-section. In areas that allow it, we will modify the existing residential driveways to bring them into compliance with the new section. We will also attempt to avoid above ground utilities where possible. If there are situations where this is not feasible, we will work with the City to determine the best solution, which may include changing the section or working with the affected utility company. Prior rights will be reviewed during that process to help guide the decision.
Our initial approach will be to surface flow all drainage water through the center ribbon gutter toward the main roads.
In areas where there are low spots that cannot be graded we will work with the City to place a drywell or combination drywell with drainage pipe that outlets through the curb at the main entrance.
To help determine all the constraints we are subcontracting with NV5 to conduct field survey. They will perform cross- sections every 50 feet, take spot elevations at driveways, grade breaks, and utilities.
1. Project Initiation & Alignment
NAI begins each project with a collaborative initiation phase to establish clarity and alignment. For this project, we will meet with City staff to confirm objectives, gather available reference documents, and establish data exchange and submittal procedures. A detailed schedule, decision log, and communication protocol will be developed to maintain accountability. This disciplined framework ensures that priorities are clearly defined and that design milestones are achieved on time and within budget.
2. Stakeholder & Agency Coordination
Successful delivery depends on early and sustained coordination with stakeholders and utility providers. NAI will consult with affected utility agencies to identify potential conflicts, confirm relocation responsibilities, and incorporate adjustments into the design. By maintaining open communication with both the City and the community, we help minimize disruptions during construction and support timely approvals.
3. Technical Design Tasks
Our design process is built around structured milestones that provide transparency and allow for progressive refinement of the PS&E package. Key tasks include:
• Survey & Base Mapping - NV5 will conduct topographic surveys to capture existing conditions and utility locations, forming the foundation of the design.
• Geometric Design - Development of base maps, roadway profiles, and typical sections to guide alignment and grading
• Drainage & ADA Improvements - Refinement of the centerline profile to establish positive drainage and redesign of non-compliant driveway aprons to meet ADA requirements. • Roadway Plans - Preparation of demolition plans, roadway layouts, construction details, and signing/striping plans to define all improvements.
• Specification and Estimates - Preparation of technical specifications, special provisions, and detailed construction cost estimates that provide the City with a reliable bidding package.
4. Quality Assurance / Quality Control (QA/QC)
A rigorous QA/QC process is integrated at each design milestone. All plans, specifications, and estimates will be independently reviewed by a senior engineer not involved in day-to-day production. This review process ensures compliance with City, Caltrans, and ADA standards, verifies constructability, and safeguards accuracy in quantities and costs. By embedding QA/QC throughout the project, NAI reduces risk during bidding and construction.
5. Construction-Phase Support
Our responsibility extends beyond design completion. During bidding and construction, NAI will provide timely responses to Requests for Information (RFls), review shop drawings and submittals, attend site visits and construction meetings, and assist with change order evaluations. Upon completion, we will prepare record drawings incorporating contractor redlines to provide the City with accurate documentation of the final built condition.

III. SCOPE OF WORK - DESIGN ENGINEERING SERVICES
The following tasks detail our understanding and approach for the Landau Boulevard Public Alley Reconstruction Project.
Our comprehensive scope of work includes the preparation of final design plans, specifications, and construction cost estimates to reconstruct the asphalt concrete pavement to provide a consistent invert cross-section with a ribbon gutter along the centerline, avoid and incorporate above-ground utilities, where it is not feasible we will discuss with the City on relocating them, and confirm prior rights. Grade the ribbon gutter to drain without the use of an under-ground system to the furthest extent feasible. Bring non-ADA-compliant driveway aprons into ADA compliance on residential streets adjacent to Landau Boulevard Alley. As part of the pavement rehabilitation and re-grading of the alley, we will review existing utilities and provide recommendations for utility potholing.
The following tasks are ones that NAI can fulfill as the lead designer and/or as a project manager:
1. Project Coordination
To facilitate the review and approval process, we will collaborate closely with the key individuals at the City who are responsible for the review of specific elements of the project and will submit draft copies of significant work items before the milestone submittal date. This gives us a clear understanding of what the reviewers expect, and they have a preview of what will be submitted before the actual submittal is made. Our experience working on projects with City oversight has taught us the importance of maintaining accurate and detailed meeting minutes, decision logs, and action item lists during the project development process. Utilizing this technique documents decisions, ensures consistency in decisions, and provides a concise list of tasks to be accomplished by each participant and a specific schedule to complete the task.
The project will be initiated with a Project Development Team (PDT) Kick-Off Meeting with the City before beginning Request and discuss available reference documents (as-builts, etc.) • Establish data exchange and submittal procedures
Discuss preferred invoicing formats, etc.
• Establish and confirm the approach the City would like to take with regards to the existing private improvements/obstructions, including driveways, landscaping, etc.
Project Milestone Meeting will be held at monthly intervals to meet with the City, these meeting can be in person or over the phone as requested by the City. The purpose of these meetings will be to review project status to ensure that the contract objectives and milestones are being achieved.
To supplement these meetings, we will maintain on-going communications with the City and affected utility agencies.
A detailed schedule, action item list and decision log will be developed, maintained, and updated for control of the project. Design review meetings will be held at the Geometric Approval Drawing (GAD) stage, and 90% project completion stage. At the GAD completion meeting, we will request a field inspection with preliminary plans in hand.
During this meeting any special construction details or conflicts will be discussed.
We anticipate a total of three (3) project milestone/monthly meetings. These meetings can be in person or virtual at the request of the City.
2. Review Existing Information
Once we have prepared the final scope documents and are issued a Notice to Proceed, we will begin the design phase of the project. This will consist of research and data collection, reviewing the documents provided by the City, coordination and investigation, field surveying, utility identification, and pavement evaluation.
We will prepare our preliminary plans based on information from our research, data collection, survey, and pavement testing. After 60% review and approval by the City, we will incorporate comments and begin work on the final PS&E.
3. Field Survey
NV5 Global, Inc. will perform the surveying services for the project. The survey scope of work includes topographic field survey of the project area. NV5 will Conduct survey cross sections of at 50' intervals along the existing public alley east of Landau Boulevard from 30th Avenue to Vista Chino locating existing improvements including all apparent grade breaks, center of alley elevations, visible utilities, and existing driveways.
4. Environmental
NAI will perform the Notice of Exemption Form and submit to the City to file with the County. NAI assumes that this project will qualify for categorical exemption through the combination of Title 14, California Code of Regulations, Section 15301, 15303, 15304, and 15332. It is assumed that the city will pay the filing fee.

5. Utility Conflict Map/Utility Coordination
NAI will consult, coordinate, and perform related follow-ups with the affected utility agencies regarding the specific project-imposed impact locations to identify design controls and considerations necessary for plan preparation and approvals. Requests for information will include requests for future utility projects that may be affected by the proposed improvements. We will keep the City informed of the contact with the utility companies. Plan submittals will be forwarded to the utility companies for verification of their facilities known by them. The existing franchise agreements with each affected utility will determine whether the plans indicate the necessary modifications/relocations to be performed as a part of the project or whether the utility company must perform and pay for its own work. This will be determined for each utility company and facility.
NAI understands comprehensive utility studies will be required to identify and mitigate any utility-impacts during the reconstruction and regarding of the roadway.
6. Right of Way and Permitting
If the project requires right of way, rights of entry, or encroachment permits, NAI will coordinate with the City to prepare Request to Enter Letters to the affected Property Owners so that NV5 or the contractor can complete their work. ROW tasks are not currently included in the scope of work, but NAI does recognize that the existing ROW is not consistent and includes original public utility easements along some of the properties.
7. Geometric Base Maps
This task will include developing plans showing proposed geometry and other pertinent alignment data of the proposed engineering, including typical sections, profiles, superelevations, existing right-of-way limits based on available record drawings, approximate wall locations, and additional clarifying information, as necessary. They will be generated using the project report geometric plans. The geometric base maps (GBM) will be submitted to the City for approval before proceeding with the final design. The GBM will form the basis for the final design's skeleton sheets.
After the base sheets are developed, we will perform a field review to document existing field conditions and determine where additional information or field data may be required to provide adequate information to complete the conceptual widening alternatives and confirm the location and type of utilities and other improvements.
8. Roadway Plans
NAI will prepare roadway design plans to satisfy the project requirements as follows:
Title Sheet/Typical Sections - NAI will prepare a title sheet to include index map, vicinity map, index of drawings, notes to contractor, general notes, and construction notes. Typical Section sheets will also be prepared. We anticipate a total of one (1) Title Sheet and a total of one (1) Typical Section Sheet.
Demolition and Roadway Plan Sheets - NAI will prepare Demolition Plan Sheets to include roadway removals, landscaping removals, and misc hardscape removals. Roadway Plan Sheets to include plan and profile, utilities, and other related improvements required for the project. The profile may be omitted depending on if the profile will be adjusted. The drawings will be prepared on standard base sheets at 1"=20' scale and utilize all base sheet information developed in survey and mapping of the project alignment. We anticipate a total of four (4) Demolition/Roadway Plan Sheets.
• Construction Details - NAl will prepare a construction detail plan for any improvements that require additional detail not shown on the roadway plans. We anticipate that this will include a detail for intersection tie-in, driveway modification, and a detail for a concrete ribbon gutter. We anticipate a total of one (1) Construction Detail Sheet. • Drainage Plans - NAI anticipate that all drainage improvements will be limited to a ribbon gutter. These improvements will be shown on the Roadway Plan Sheets with additional details shown in the Construction Details. There appears to be a potential low spot. We will review the survey and attempt to address it through grading. If grading is not feasible, we will coordinate with the City to evaluate use of drywells. • Utility Plans - NAI will prepare separate 1"=20' scale utility plans using base layout sheets, showing the location of existing utilities, delineating those that will require relocation/adjustment, and designate who will be responsible for any required adjustment/relocation. Plans will be sent to utility companies for confirmation that all facilities and relocation limits are clearly shown. We anticipate a total of three (3) Utility Plan Sheets.
9. Contract Specifications/Bid Documents
Project Specifications will conform to the requirements of the Standard Specifications for Public Works Construction, City, and Caltrans Standard Specifications as applicable.
NAI will use the City's boilerplate front-end documents and prepare final special provisions for items, details, materials, procedures, and other conditions not adequately covered by the City, Caltrans, or Public Works Standard Specifications.
A listing and copy of all standard plans required for the project will be provided in the appendix, and copies of any plans used that are not standard will also be included. After incorporating the first plan check comments, we will prepare final technical specifications and/or special provisions for the proposed construction work.
