SPECS' team also includes the following local and highly respectable subconsultants: Ninyo and Moore
OUR APPROACH:
Our approach for the successful delivery of this project is that of collaboration - amongst the stakeholders, the City, and the contractor to seamlessly resolve issues/concerns. Our efforts will be focused on a variety of key project elements including but not limited to: Federal funding/LAPM, Traffic Signal Intersection, Concrete/ADA Compliance, Electrical/Lighting Improvements, Utility Coordination/Relocation Management, Complex Traffic Control Staging, and Environmental Compliance

9 III. SCOPE OF WORK
SCOPE OF WORK
SEG will deliver organized and responsive construction management services across all project phases.
Before construction, SEG will perform a focused PS&E constructability/biddability review and risk workshop and coordinate with the City of Cathedral City and stakeholders to ensure contract documents are clear, accurate, and aligned with project goals, minimizing risk, delays, and cost impacts. Our team will oversee construction and post- construction activities with a focus on quality, safety, compliance, and minimal disruption. We will also support final closeout and any unresolved issues. SEG is prepared to provide comprehensive services, including construction management, inspection, contract administration, materials testing per the City's QAP with accredited lab and Independent Assurance coordination, utility coordination (with SCE for HAWK power service), scheduling, and document control, ensuring the City's expectations are met from start to finish.
PRE-CONSTRUCTION SERVICES
CONSTRUCTABILITY REVIEW: Prior to the preconstruction conference, Specs Engineering Group will complete a constructability/biddability review of the final PS&E, develop a risk register (cost/schedule/permit/traffic), and provide a short memo of recommended clarifications and preconstruction action items.
PRE-CONSTRUCTION MEETING: Before construction begins, the SEG team will organize and facilitate a pre- construction meeting. SEG will develop a comprehensive agenda to cover key topics, including the project timeline, safety protocols, and any specific concerns. To ensure thorough preparation, we will identify local stakeholders and gather input from all parties regarding issues they feel should be addressed. During the meeting, our team will ensure all concerns and questions are fully addressed. Following the meeting, we will prepare and distribute detailed meeting minutes to attendees for accurate documentation and future reference.
PRE-CONSTRUCTION CONDITIONS: Our team will take aerial drone footage and video documentation of the pre- construction conditions. This effort will capture detailed visual records of existing infrastructure, utility locations, and environmental features. The collected documentation will provide backup for construction monitoring, claims avoidance, and verification of existing conditions.
TIME MANAGEMENT AND TIME DELIVERY SEG will actively manage the construction schedule to protect funding, public access, and agency coordination. We will track the baseline and monthly updates, verify logic and progress, and provide early warning of potential delays. Through real-time coordination with the City, designer, and Contractor, we align inspections, reviews, and approvals with critical milestones to keep the project on schedule.
CONSTRUCTION DOCUMENTATION: SEG will implement document control in accordance with the LAPM and Caltrans Construction Manual, using the Caltrans CAT filing system to maintain audit-ready records and ensure State and Federal compliance. All correspondence, submittals/RFls, quantities, progress payments, change orders, certified payrolls, permits, testing/lA logs (QAP), Title VI/DBE/Buy America documentation, and prompt-payment tracking will be organized, filed, and maintained under this system.
Given HSIP funding, document control is essential to ensure the City's eligibility for reimbursement and to meet FHWA and State audit standards. Our Construction Manager will prepare and distribute weekly statements of working days, detailed status reports, and construction change orders in real time.

POST-CONSTRUCTION SERVICES
FINAL INSPECTION, PUNCH-LIST, AND AS-BUILT: Our team will walk the site with the City's representative to flag any remaining punch list items and ensure they align with the Contract scope before our final acceptance.
An itemized punch list with its corresponding log will be created and provided to the Contractor for resolution and tracking purposes. Once the Contractor has addressed all the items on the punch list, a final walkthrough will be scheduled. If the City is satisfied that all issues have been resolved, the Contractor will receive a letter of acceptance, and final payment will be authorized. Throughout this process, SEG will collaborate with all project stakeholders during final inspections to ensure their acceptance of the improvements as required by the agency. SEG will compile all project closeout documents and organize records for audit-ready retrieval; if an audit is initiated, SEG will support the City with document indexing and responses.
REDLINES AND AS-BUILTS: SEG will keep a full-size set of plans to create as-built plans that will be updated to accurately reflect the constructed elements, including any authorized modifications made by the design engineer and adjustments resulting from approved change orders. All changes will be highlighted in red. Upon contract acceptance, these updated plans will be given to the Agency for inclusion in the final as-built documents.
PROJECT CLOSE-OUT: Upon completion of the work and resolution of all punch items, SEG will prepare the closeout package (warranties, O&M manuals, testing/IA records, DBE/pay verifications) and recommend final acceptance; the City will issue acceptance and process final payment/retention release.
