Re: Letter of Interest – Appointment to City Council, District 3

Honorable Mayor and Councilmembers:

I am writing to express my interest in serving as a caretaker City Councilmember for District 3 for the remainder of the current term. Following the unfortunate passing of Councilmember Carnevale, I know the City is seeking someone who can step in with a similar steady hand and a deep respect for the community.

Like Councilmember Carnevale, I am both a resident and business owner in Cathedral City. I have lived here going on five years now, and I chose this city because it is fundamentally different from places like Los Angeles, where I began my career, or even other cities here in the Coachella Valley. Our strong middle- class and close-knit community of professionals, entrepreneurs and front- line workers, together with our beautiful residential neighborhoods and public spaces, are, in my opinion, what make Cathedral City the most special place in the Valley.

In my professional life as an attorney and business advisor, I work daily with the types of people who create good jobs and keep our local economy moving. And a s a former public servant , I was committed to providing high- quality constituent services and protecting cherished neighborhoods and community interests against powerful special interests. I believe that I am uniquely situated to steward District 3 until the voters elect their next representative for a full term. I am committed to protecting the integrity of our diverse neighborhoods and our quality of life, while supporting responsible economic development. As you all know, public service requires hard work, level -headed thinking and commitment to listening, all of which are cornerstones of my career.

I do not have political ambitions or wish to stand for election in November , and I believe the District 3 constituents deserve a competitive campaign without an incumbency advantage for any one candidate.

Instead, I want to offer my time and energy as a civic service to give back to a city that has welcomed my family with open arms, and to ensure District 3 has a dedicated, engaged voice during this transition.

Enclosed is my current professional resume for your consideration. Thank you for your time and for all you do for our city. I look forward to the opportunity to speak with you further.

Sincerely,

Daniel H. Brumer
Resident, District 3, Cathedral City, CA

Honorable Mayor and Members of the City Council
City of Cathedral City
Cathedral City, CA
Dear Mayor and Members of the City Council,
I respectfully submit this Letter of Interest for consideration to fill the vacant seat on the Cathedral City City Council. I am deeply invested in the long-term success of our city and would be honored to serve our residents during this important period of transition.

Since 2019, I have served on the City of Cathedral City’s Architectural Review Committee, working closely with city staff, fellow commissioners, and applicants to ensure development aligns with adopted plans, zoning standards, and the broader vision of our community. This role has given me meaningful, hands-on experience with municipal process, land-use considerations, and the importance of balancing economic vitality with neighborhood character and community values.

Beyond my direct service to the City, I have held extensive leadership roles at the local, state, and national levels within the organized real estate industry, including responsibilities in government affairs, public policy advocacy, ethics, and professional standards. In these roles, I have consistently represented the interests of others—homeowners, consumers, professionals, and communities—often navigating complex regulatory, political, and economic environments where collaboration and sound judgment are essential.

Professionally, I serve as Assistant Broker with HomeSmart, where I help guide agents through compliance, risk management, and ethical decision-making. This role requires discretion, accountability, and a clear understanding of how policy decisions translate into real-world outcomes for individuals and families—skills that directly parallel the responsibilities of elected office.

To further strengthen my public-sector understanding, I completed formal coursework in public policy through Pepperdine University. That academic experience, combined with my practical leadership background, has reinforced my respect for thoughtful governance, fiscal responsibility, transparency, and community-centered decision-making.

I approach leadership with a service-first mindset. I believe effective representation means listening carefully, weighing competing interests thoughtfully, and making decisions based on what best serves the whole community—not personal or professional gain. Cathedral City deserves steady, informed leadership that honors its diversity, supports responsible growth, and maintains public trust.

Thank you for your time and consideration. I would welcome the opportunity to further discuss how my experience, judgment, and commitment to service can support the City Council and the residents of Cathedral City.

With respect and appreciation,
Stephen Burchard

Re: District 3 City Council Seat

Dear Ms. Hermosillo:

First and foremost, please accept my condolences for the passing of City Councilmember Mark Carnevale. From everything I am reading about him, he was a highly respected and esteemed public servant for the city.

I am writing regarding the vacant seat left by Mr. Carnevale in District 3. I am currently a resident of the district and am very interested in filling the seat for the remaining months of Mr. Carnevale’s term. While I am a recent transplant to the Coachella Valley and originally from Los Angeles, I have purchased a home here in Cathedral City and have started to put down roots. I do not have any plans to leave at this point and have been very happy here, making this my permanent home.

I hope this letter of interest serves as a means of being considered for the District 3 City Council Member seat and, later, a potential election to that position. My interest in serving is to attain a better knowledge of the inner workings of my new city and how policy here affects its residents and businesses. There is no better way to serve as a conduit for that than by serving on the city council, allowing me to connect with my fellow residents. “Be the change” is something I’ve followed for much of my adult life.

This has led me to do the things I’ve done in my career and to be proactive in that regard.

I’ve always been a self-motivated individual, leading me to operate a non-profit for 6 years in the black and to run several businesses successfully.

My background is in entertainment. I am a producer, filmmaker, screenwriter, and still sometimes actor. Yet, after 33 years and amid the overall contraction of the entertainment business, opportunities have diminished significantly, even before the 2020 pandemic.

Entire productions, including commercials, which were my mainstay of employment, are going non-union or moving out of state, and sometimes out of the country altogether.

Notwithstanding all of this, I am still actively pursuing work in that field, but with a more

discerning eye, as fewer options are presented to me. This downturn offered me the welcome possibility of a self-induced early retirement of sorts, leading to a better quality of life here in the desert. The Coachella Valley was always a place I looked to for future retirement; having the luxury of this at my age is a huge boon. I have found myself entirely at peace with the decision, and even my blood pressure is better!

Thank you, and yours, for the consideration, and I look forward to hearing about the next steps in this process.

My Sincerest Regards,

Joe Camareno

Letter Of Intent
31305 San Ardo Ave.

Cathedral City, CA 92234

December 21, 2025 T o the Honorable Mayor Gregory and members of the Cathedral City council.

My name is Colby Michael Gregory, and I respectfully submit my interest in being appointed to serve as the City Council representative for District 3.

I am a lifelong resident of Cathedral City. I was raised here, educated here, and today my wife and I are raising our three children here. My parents still call this city home. Cathedral City is not simply where I reside—it is the community that shaped my values, my work ethic, and my commitment to service, and it is where I intend to continue building my family’s future.

At 35 years old, I am not a career politician. However, what I may lack in political tenure, I make up for in lived experience, humility, and a sincere willingness to listen, learn, and collaborate. I come from—and continue to live in—a working-class neighborhood, and my experiences closely reflect those of many families in District 3. I understand the everyday concerns residents have about neighborhood safety, public spaces, infrastructure, and overall quality of life because they are the same concerns my family and neighbors share.

One of the qualities that has long set Cathedral City apart is our commitment to maintaining our own police and fire departments. These dedicated professionals know our neighborhoods, serve with care, and embody the community-centered values of our city. Supporting public safety while fostering trust and cooperation between residents and first responders is essential to maintaining a safe, healthy, and connected community.

That sense of safety and belonging must extend to every resident. Cathedral City has long been a place where people of diverse backgrounds, identities, and families feel welcome, a sanctuary. I am proud to live in a city that values inclusion, respects the LGBTQ+ community, and understands that when residents feel safe being themselves, our neighborhoods grow stronger and more united.

Professionally, I am the owner of Gregory Electric, a Cathedral City–based electrical contracting business. As a small business owner, I have gained firsthand experience managing budgets, evaluating bids, interpreting plans, and solving problems efficiently and responsibly. These practical skills translate directly to city governance, particularly when it comes to infrastructure maintenance, project evaluation, and responsible stewardship of public funds.

Education is deeply important to me, especially in preparing young people for real, attainable careers. As a graduate of Cathedral City schools and a trades professional, I believe we must expand exposure to skilled trades and technical career pathways alongside traditional college options. City-supported partnerships, internships, and after-school programs can provide our youth with dignity, purpose, and economic stability while helping meet the workforce needs of our region.

Addressing homelessness and affordable housing is also a priority for me. Preserving and improving quality of life for all residents—including our most vulnerable populations—must remain central to our work.

Continuing progress toward meeting our RHNA affordable housing goals is critical to the long-term stability and equity of our community.

I also strongly support maintaining and expanding green spaces. In a desert city, shade, trees, and well- maintained public spaces are not luxuries—they are essential to public health, safety, and community connection. I am encouraged by the progress made through our agreement with the DRD and look forward to seeing those efforts continue.

Finally, I believe the arts play a vital role in shaping our city’s identity and legacy. Investing in local arts and cultural expression strengthens community pride, supports small businesses, and helps tell the story of who we are as Cathedral City.

If appointed, I would strive to serve as a thoughtful, steady, and collaborative councilmember—one who respects the work already underway, honors the legacy of those who served before, and brings a grounded, working-class perspective to the decisions ahead.

It would be an honor to serve District 3 and to help carry forward the spirit of Cathedral City—the City Built on Grit and Grace.

Thank you for your time and consideration.

Sincerely, Colby Michael Gregory

c/o Cathedral City Clerk’s Office

Cathedral City, CA 92234

Dear Mayor Gregory and Councilmembers:

I’m writing to express my sincere interest in filling the vacant District 3 seat on the Cathedral City Council. I am a proud Cathedral City resident, and I believe I have the necessary capabilities and experience to serve the city as the representative for District 3, carrying forward the legacy built by Mark Carnevale. While Mark and I are different people, and I did not know him personally, I believe I share his commitment to public service.

Serving City Priorities

Cathedral City is at an exciting crossroads as it seeks its next city manager, who will in turn hire the next police chief. Finding the right person to fill this essential role is of paramount importance. Building on the effective management of the past city manager-Council collaboration, it is critical to identify a new leader who can serve as a strong liaison between the Council and city staff. This leader will be responsible for ensuring that the city’s strategic plan, the budget, and the priorities outlined by the Council are brought to fruition, that the Council has the appropriate information to effectively govern, and for ensuring that issues and concerns from our residents and businesses are responded to in an appropriate and timely manner.

What’s more, I am excited about the new community center and the world of possibilities it presents for the residents of our city. However, I understand that providing services to our residents requires that the Council be responsible stewards of the tax dollars we are entrusted with managing. I have watched the smart growth and economic development that the city has undertaken over the past eight years, and I am eager to be part of what comes next for our city. In order to maintain the momentum and fiscal responsibility that the Council is known for, the person to fill this critical role must honor the work that has already been accomplished, while bringing a vision for the future of Cathedral City that serves all of its residents prudently and with efficiency. I am that person.

My Qualifications

For more than 20 years, I have served as a nonprofit executive – particularly in organizations focused on education, legal advocacy, workforce development, and STEM (science, technology, engineering, and math) skills – working closely with boards of directors, funders, state and local government leaders, and the public. I have served on the board of directors for the Boys and Girls Club of Cathedral City for the past two years, and as a volunteer for several years before that. These experiences have helped me to develop strong leadership skills as a consensus builder and eager collaborator. For me, there is significant value in leaders working together to resolve disagreements to move a mission forward. I pride myself in being able to focus on the desired outcome and work with my colleagues to achieve those results while maintaining collegiality, even when there are differing viewpoints. I will bring this collaborative spirit if I am appointed to serve on the City Council.

Additionally, I have a passion for public policy, including strategic planning and effective governance, which I have used throughout my career in nonprofit leadership. I am in my final year of law school, where I have learned the intricacies of analysis, governance, and effective dispute resolution. I am uniquely positioned for this opportunity, leveraging my collective experiences understanding and employing fiscal responsibility; developing and adhering to process; building and managing budgets; oversight and management of executives and staff; executive search and hiring processes; and accountability for results.

Representing Our Residents

As the representative for District 3, I will represent the needs and concerns of the constituents in my district, while working alongside my colleagues on the Council to serve all of the residents of Cathedral City. When my husband and I moved to the valley almost nine years ago, we quickly found community with the people we met in Cathedral City. After living in other desert cities, we chose to make our home in Cathedral City because the people we met here had become family.

There is a particular sense of community in our city that is unlike anywhere else, and that is due to the people who live here.

One of the things that makes Cathedral City special is the diverse population who live here, and their wide variety of needs. Understanding that diversity is essential to being able to serve our people – whether they be the seniors who avail themselves of the activities at the Senior Center; the young people who participate in youth development at the Boys and Girls Club; the families who attend and use schools, our library, and public parks; those in need who benefit from the food bank; small business owners who choose our city for their livelihood; or the collective from in and out-of-town who come to enjoy our special events like the Balloon Festival, Taste of Jalisco, and Cathedral City LGBT Days. While I would represent District 3, I will be a servant for the whole city and all its people, working alongside my fellow councilmembers and with the city staff, available to answer questions and get results in the best interests of our residents.

Beyond that, I understand the Council’s role in the valley, in Riverside County, and statewide.

Our jobs don’t end at the borders of Cathedral City – rather, it’s essential to work closely with other desert cities, the Agua Caliente tribe, Palm Springs Unified School District, the county, our region, and our state. Looking beyond our city, I understand the necessity of working closely with the Coachella Valley Association of Governments, Southern California Association of Governments, Riverside County Transportation Commission, and others to represent Cathedral City regionally and statewide.

It is my intention to not only seek this appointment, but to run for the seat when it is up for election in November. Seeking a Council seat is the natural progression of my professional aspirations, and this opportunity – though the circumstances for its vacancy are tragic – is one that I am eager to fill. My experiences in nonprofit leadership, working with and on boards of directors, managing budgets and people, as well as my commitment to public policy and good governance, position me strongly to fill this vacancy. I love this city and am proud to call it home. If appointed, I will work tirelessly, together with you, for the residents in District 3 and all the people of Cathedral City.

I respectfully submit this letter for your consideration and am prepared to serve alongside you, if the Council sees fit.

Sincerely,

Christina Gordon

Letter of Intent – District 3 City Council Vacancy
Sunshine Herrera
29752 Calle Tampico
Cathedral City, CA 92234

December 29, 2025
Honorable Mayor and Members of the Cathedral City, City Council c/o City Clerk’s Office
68700 Avenida Lalo Guerrero
Cathedral City, CA 92234
Dear Mayor Gregory and Cathedral City Councilmembers,
I respectfully submit this letter of interest for appointment to the vacant District 3 City Council seat.

I am a registered voter and resident of District 3, and I seek this appointment with a clear understanding of the responsibility it carries, particularly as the Council continues its work with one seat vacant following the passing of Councilmember Mark Carnevale.

Councilmember Carnevale served Cathedral City with dedication, experience, and a deep commitment to his district. His absence is felt by residents and at the Council dais. If appointed, my goal would be to ensure District 3 has steady, informed representation for the remainder of the term while honoring the standards of service he upheld. Through my service on city commissions and city-affiliated nonprofit initiatives, I worked professionally with Councilmember Carnevale on a range of municipal matters, which further informed my understanding of District 3 priorities and Council operations.

My professional background is rooted in governance, public policy, and regulatory affairs.

I currently serve as a Tribal Council Proxy for the Agua Caliente Band of Cahuilla Indians, where I assist in administering governmental affairs, drafting and revising ordinances and regulatory frameworks, and addressing matters involving land use, public resources, and community welfare. I have also served on multiple boards and commissions, including nonprofit, cultural, economic development, historic preservation, and municipal advisory bodies, providing direct experience with public meetings, agenda review, and collaborative decision-making.

In addition, my experience includes working within the unique geopolitical framework created by checkerboarded land ownership, including familiarity with leases, allotments, and coordination with federal agencies such as the Bureau of Indian Affairs. This background has provided practical insight into jurisdictional boundaries and regulatory considerations frequently relevant to land use, infrastructure, and service delivery within Cathedral City.

I have worked directly with the City of Cathedral City on discrete community initiatives requiring coordination with city staff, adherence to municipal procedures, and timely execution. These efforts have included leadership involvement with Fields of Valor, as well as a one-time collaborative effort on the Invisible Wounds 22 initiative, which was completed in coordination with city departments and community partners. Through this work, I have collaborated with local civic and nonprofit partners, including the Greater Coachella Valley Chamber of Commerce, the Boys & Girls Club, and the Salvation Army, in ways that required accountability and alignment with city processes.

Beyond municipal and nonprofit involvement, I have served on regional and public-sector governance bodies, including education-related boards, which required policy review, fiduciary responsibility, and collaboration across institutional lines.

I am also familiar with the regional and intergovernmental bodies on which Cathedral City Councilmembers commonly serve, including the Coachella Valley Association of Governments (CV AG), the Southern California Association of Governments (SCAG), and the League of California Cities. This experience would allow me, if designated by the Council, to step into assigned roles with continuity and minimal transition.

My academic training includes a Bachelor of Science in Political Science with a minor in Communications, certification in tribal judicial administration, and ongoing legal studies.

This background enables me to review staff reports, legal considerations, and policy impacts with care, while respecting staff expertise and Council procedure.

I understand that an appointed Councilmember must be prepared to serve immediately, work collaboratively with colleagues and staff, and place the city’s operational needs above personal viewpoints. I value thoughtful deliberation, fiscal responsibility, transparency, and accessibility to residents, and I approach public service with respect for differing perspectives and a commitment to constructive dialogue.

Thank you for your consideration and for the process you have established to fill this vacancy. I would be honored to serve District 3 and the City of Cathedral City if appointed, and I am available to participate fully in the interview process scheduled for January 7, 2026.

Respectfully submitted,
Sunshine Herrera

with me. I am also thankful for the continued relationships I have built with our current Mayor and City Council Members, whose dedication to serving our city has further shaped my understanding of civic responsibility and leadership.

Council Member Mark Carnevale was a dear friend to my family. We worked closely together on the Fields of Valor event, and my final memories of Mark are from the closing morning of the event, when he arrived early to help collect flags alongside me. I reme mber teasing him about how happy he was that morning. Mark truly loved this city, and his passion and commitment to Cathedral City remain an inspiration.

I believe I can serve our city with the same passion, dedication, and love that Mark exemplified. It would be a great honor and privilege to continue his legacy by serving our community and helping move Cathedral City forward.

Thank you for considering my application for this honorable position.

Sincerely,
Raymond A. Manriquez

Dear Members of the Community and City Officials,
I am writing to formally declare my intent to serve as Cathedral City Council Member, representing District

3. My name is Jennifer Novak and I am a Cathedral City resident, who has resided in district 3 for approximately 8 years. I have a diverse educational background and obtained my bachelor of arts degree in Language Studies from UC Santa Cruz and then went on to pursue a Doctorate in Pharmacy from University of the Pacific. I am currently employed as a Senior Clinical Pharmacist at Desert Oasis Healthcare. During my time in pharmacy school, I was heavily involved in healthcare legislation, helping to change the scope of pharmacy practice with the passing of SB493 bill. I realize change cannot be made unless I am an active participant, which is why I am interested in serving as a City Council Member of Cathedral City.

I am concerned about the development and future of Cathedral City for my family and the community.

Cathedral City is my home, where I am raising my son and investing my energy in the people and places that make this community vibrant. I am interested in City Council because I believe leadership should reflect care, competence, and a deep commitment to inclusion, diversity, equity, and public safety.

Cathedral City is a diverse city that is shaped by different cultures, backgrounds, generations, and lived experiences. I believe this diversity is one of Cathedral City’s greatest strengths. I am passionate about creating spaces for community gathering and meaningful connection, where neighbors feel supported and empowered to come together. My goal is to help to continue to build a city where collaboration replaces division, and where policy decisions are shaped by the needs of all residents, not just a few.

Public safety and traffic control are also important aspects of a thriving community. This is an area that I am deeply committed to strengthening, as someone who has experienced the loss of a loved one due to reckless driving and excessive speeding in the desert community. These types of behaviors endanger families, children, seniors, pedestrians, and cyclists, and they undermine the sense of safety people deserve in their own streets. I believe we must take proactive and community-centered approaches to traffic safety, including education, enforcement, and infrastructure planning.

As a mother, I am driven to help create a future where my son and all future generations can thrive in a city that prioritizes belonging and opportunity. This requires thoughtful leadership that considers long-term impacts, invests in people, and ensures that growth benefits everyone.

If given the opportunity to serve, I will lead with transparency, compassion, and accountability. I am committed to advancing policies that support public safety, promote equity, celebrate diversity, and strengthen community engagement. I will listen closely, engage openly, and work collaboratively to serve District 3.

Cathedral City’s future depends on our willingness to come together, honor our differences, and move forward with shared purpose. I am ready to serve and contribute to a community where everyone has the chance to flourish.

Thank you for your time, consideration, and continued dedication to our city.

With respect and commitment,
Jennifer Novak
