Subject: Letter of Interest Cathedral City Council Member District Three Dear Mayor Gregory and Esteemed Council Members,
I am writing to express my interest in the vacant District Three City Council seat and request your consideration, as I have been a resident and registered voter since 1989. I am Alberto Ruiz.

With 36 years serving Cathedral City, I have gained valuable insight into its strengths, challenges, and potential.

My association to Cathedral City dates back almost 50 years, as my family moved to this area in the 1970s. This is my home; I raised my family here and served as a dedicated Cathedral City Police Officer, retiring as a Sergeant this past September. My professional career was based on the ability to solve complicated problems by cooperating, being economical, and adhering to the idea of public safety. Being the Vice President and President of the Police Officers Association, I developed the negotiating, mediating, and finding common-ground skills, which I will surely transfer to the City Council, which, in this case, includes the pending issues with our Fire Department before an expensive court case.

I have a vision of my District Three and Cathedral City that is based on practical and community-centered leadership. I am ready to be at the forefront of various major initiatives:
2 • One is improving youth and community safety. We need to provide more opportunities to our youth in comparison with what the current programs offer. I will support the establishment of strong neighborhood programs to support teamwork, character, and future positive lives to avoid gang affiliation among young people. Moreover, I will strive to enhance communication with the community, which I will achieve through other tools, such as social media, to provide precise safety warnings to eliminate rumors and misinformation.
• Another initiative is towards fiscal responsibility. I have gained a sense of discipline in my expenditure management, managing budgets of different departments, starting with the Detective Bureau, Department Range Manager up to SWAT operations. I will also examine the budget of the city in order to determine its efficiencies, cut down on unnecessary expenditures, and make sure that the resources of the city are channeled to the needed services.
• Also, an initiative focusing on enhancing emergency preparedness. As a worker on the front line in Hurricane Hilary and the 2023 floods, I personally felt how we failed as a resource. There are practically implementable thoughts to enhance our preparedness and response to the next catastrophic event.
• Additionally, initiatives to resolve quality of life problems. I will consult the residents to resolve the issues of marijuana laws and homelessness through mutual efforts to seek balanced and humane solutions, as I did during the period of the Special Enforcement Detail.

All my adult life, I have served this city. Since I joined the Police Explorer program in 1987, up to my last assignment as a Patrol Sergeant, I have been involved closely with every aspect of our community. I am familiar with the expectations of our families, issues of our business owners, and the need for responsive and transparent governance. I am not trying to do this position to gain prestige, but to keep on giving the city I love as much dedication as usual. I have a strong understanding of the community, problem-solving abilities that work, and a lifetime dedication to Cathedral City, and that is why I can be a strong candidate to represent District Three on the first day.

Thank you for your time and consideration. I am available to your convenience to talk to you regarding my contribution to the Cathedral City Council.

Respectfully,
Alberto Ruiz
