RECOMMENDATION:
To provide second reading by title only and adopt an ordinance adding Section 5.96.090 to Chapter 5.96 of the Cathedral City Municipal Code to implement Senate Bill 346, the Short- Term Rental Facilitator Act of 2025.
BACKGROUND:
On January 14, 2026, the City Council conducted a public hearing and voted to introduce the proposed ordinance and move it to be adopted. Attached for the second reading and adoption is the proposed ordinance.
DISCUSSION:
The ordinance requires short-term rental facilitators, upon request by the City, to provide:
1. The physical address of each short-term rental during the reporting period;
2. The City permit number associated with each listing;
3. Additional identifiers, when necessary, such as:
oAssessor parcel number
oListing URL
oInformation identifying accessory dwelling units or specific units within multifamily properties.
Failure to provide this information in a timely manner may result in issuance of an administrative citation under Chapter 13.58 of the Municipal Code.
FISCAL IMPACT:
Adoption of Section 5.96.090 is expected to enhance TOT administration and assist in identifying unpermitted STVR operations. Implementation will be conducted within existing resources.
