Staff Report
City Council
Item No. 4.A
Meeting Date: February 11, 2026
From: Andrew Firestine, Community and Economic Development Director Planner
Title: Zoning Ordinance Amendment 25-0005 - An amendment to Chapter

9.114 (Accessory Dwelling Units) of Title 9 Planning and Zoning of the Cathedral City Municipal Code for consistency with new State legislation regulating accessory dwelling units.

RECOMMENDATION:

Continue the public hearing for Zoning Ordinance Amendment 25-0005 to the City Council meeting of February 25, 2026.

DISCUSSION:

Staff requests the public hearing for Zoning Ordinance Amendment 25-0005 be continued to the regularly scheduled City Council meeting on February 25, 2026.

Senate Bill (SB) 543 was adopted in the most recent legislative session and became effective on January 1, 2026. The bill clarifies existing laws regulating accessory dwelling units, including provisions related to size standards, impact fees, and number of units permitted.

The draft ordinance presented to the Planning Commission for consideration at the January 21, 2026 public hearing, did not contain the provisions contained in SB 543, as it was newly enacted. The staff presentation did advise the Planning Commission of the new legislation and the changes that would need to be made to the proposed ordinance, prior to City Council consideration.

At the conclusion of the public hearing, the Planning Commission voted unanimously to recommend City Council adopt the proposed Zoning Ordinance Amendment, including additional changes necessary to conform with Senate Bill (SB) 543.

Staff request this continuance to ensure the proposed ordinance is fully consistent with these most recent updates to State law.
