To award a construction contract to S&H Civilworks in the amount of $81,550.00 for the Cathedral Canyon Drive Sidewalk Project between Paseo Azulejo and Kieley Road (C02608), and, approve an eleven percent (11%) contingency in the amount of $8,889.30 for unforeseeable construction costs; and, issue a task order to LandMark Consultants, Inc. in the not to exceed amount of $2,000.00 to provide material testing services during construction, thereby bringing the total construction budget to the amount of $92,439.30; and, authorize the City Manager to execute the required contract documents; and, authorize the City Engineer to execute the task order to LandMark Consultants, Inc., request bonds and insurance for the project, and issue the Notice to Proceed.
BACKGROUND:
Cathedral Canyon Drive between Paseo Azulejo and Kieley Road is located within Council District 1, represented by Councilmember Rita Lamb. The west side of this roadway segment currently lacks a sidewalk, creating a gap in the pedestrian network and limiting access for residents and visitors along the corridor.
To address this need, Councilmember Lamb recommended the use of available District Improvement Funds to construct the missing sidewalk. The project will improve pedestrian connectivity, enhance accessibility, and provide a continuous path of travel along Cathedral Canyon Drive. This effort is identified as the Cathedral Canyon Drive Sidewalk Project between Paseo Azulejo and Kieley Road (C02608).
The project scope includes clearing and grubbing of vegetation and debris; removal and disposal of existing concrete improvements; construction of a 5.5-foot-wide sidewalk; and adjustment of existing utilities to final grade.
This project is consistent with the city’s Active Transportation Plan (ATP), adopted in February 2023, which identifies the need for a continuous sidewalk along Cathedral Canyon Drive from Dinah Shore Drive to Kieley Road. Sidewalk improvements along both sides of the corridor between Dinah Shore Drive and Paseo Azulejo have already been completed through prior projects, including the Ofelia Bringas Memorial Bridge (2022) and the ATP Cycle 5: Cathedral Canyon Drive Sidewalk and Multiuse Trail Project (2025). This project represents the final segment needed to complete the planned pedestrian corridor. An existing sidewalk is already in place along the east side of Cathedral Canyon Drive within this project segment.
To advance the project, Engineering staff prepared the plans, specifications, and estimates (PS&E) in-house, which were completed on February 16, 2026.
