CITY OF CATHEDRAL CITY
Andrew Lee, Assistant Engineer

Subject: Professional Engineering Design Services for HSIP Cycle 12 Projects: Three Pedestrian Crossing Enhancements and Six Pedestrian Crossing Installations
Dear Mr. Lee,
Thank you for the opportunity to present our proposal in response to the Professional Engineering Design Services for HSIP Cycle 12 Projects: Three Pedestrian Crossing Enhancements and Six Pedestrian Crossing Installations State Project No. HSIPSL- 5430(043 & 044) CIP No. C02602 & CO2603 Project. Our proposal enclosed herein, outlines TKE Engineering, Inc. (TKE)'s qualifications to provide professional pedestrian enhancement design services to the City of Cathedral City (City). TKE is currently working on three HSIP Cycle 11 pedestrian enhancement projects with identical services to this RFP for over 40 intersections including the installation of the ten high intensity activated crosswalks. Our knowledge of the HSIP grant program is an excellent fit for the projects and are enthusiastic about the opportunity to continue to assist the City.
Why should the City choose TKE to provide engineering design services? Please consider the following:
1. Coachella Valley Experience - TKE has been working for various Municipalities and/or District's in the Coachella Valley since 2001, including a recently completed project with the City. For nearly a quarter of a century, TKE has developed an extensive understanding of the requirements, agencies and events that are exclusive to the Coachella Valley. Our recent experience with the City's HSIP Cycle 10 project and with CV-Sync has allowed our proposed staff to further expand our knowledge of the traffic patterns and critical traffic issues within the Coachella Valley and Cathedral City.
2. Grant Experience - TKE has provided project planning, design, construction management, and grant management on more than $600 million grant funded projects over the past 26 years including work with Cathedral City. TKE has in-depth knowledge of Federal and State grant funding programs as well as Caltrans LAPM requirements. In addition, TKE is extremely familiar with Federal and State requirements associated with traffic and pedestrian signal projects related to the Highway Safety Improvement Program (HSIP).
3. Qualifications and Experience - TKE is a firm capable of managing and delivering the pedestrian enhancement engineering design services presented in the RFP. Terry Renner, P.E., P.L.S., Q.S.D., TKE's Senior Vice President and Project Manager will be the client's representative, and primary contact. TKE's broad range of successful services includes turnkey programs, project management, and delivery for a diverse array of projects with Federal and State funding sources. A list of projects that TKE has successfully completed is presented in our proposal. The City will benefit from our broad range of experience through our intimate understanding of the common pitfalls for public works infrastructure improvement projects, and our past history of successfully overcoming these challenges. TKE's extensive funding administration experience will also greatly benefit the City.
TKE very much appreciates the opportunity to submit a comprehensive proposal to provide professional engineering design services. If you have any questions, please call Terry Renner, who is legally authorized to sign contracts on behalf of TKE ingineering, Inc., at (760) 895-1949 or e-mail at [email protected]. Work for the City would be from TKE's loca office located at 73-993 Highway 111, Suite 201, Palm Desert, CA 92260 - approximately 15 minutes from the proposed projec site. Thank you for your consideration.
Sincerely,
Terry Renner, P.E., P.L.S., Q.S.D.
