BACKGROUND:
In May 2023, Cathedral City’s Engineering Department adopted a pavement management program (PMP) to support the monitoring, maintenance, and rehabilitation of the city’s street network. The PMP establishes a dynamic and continuously updated Pavement Condition Index (PCI) for all streets throughout the city. PCI values range from 0 to 100 and classify pavement conditions as very good, good, fair, poor, or very poor. This program, combined with field observations, provides the basis for identifying the most effective and cost-efficient rehabilitation strategies for specific roadway segments.
On May 28, 2025, the City Council adopted the FY 2025–2026 and FY 2026–2027 Biennial Budget, including the 5-Year Capital Improvement Project (CIP) Plan. The CIP identified two (2) separate street maintenance projects required for the same streets within the Dream Homes neighborhood. The two (2) projects represent the two (2) stages of work needed to complete the overall required street rehabilitation for this neighborhood’s streets.
The first stage of the street maintenance required for the Dream Homes neighborhood is the completion of The Dream Homes Neighborhood Crack Repair Project (current project). The second stage of the street maintenance required for the Dream Homes neighborhood is the completion of a Rubberized Emulsion Aggregate Slurry (REAS) project for the Dream Homes neighborhood (future), which will be applied subsequent to the first stage crack repair project.
Depending on available Measure W funds, it is anticipated the second stage REAS project will be brought before the City Council for approval in the Fall of 2026 or Spring of 2027.
The average PCI within the Dream Homes neighborhood is 63, which falls within the “fair” category. Based on PMP data and field inspections, staff determined that performing crack repair at this stage, followed by a future REAS application, is the most cost-effective approach to preserve the pavement and avoid more extensive repairs.
The proposed project includes repairing wide asphalt cracks using a mastic binder and sealing narrower cracks to prevent water intrusion, reduce pavement deterioration, and extend the service life of the roadway.
Plans, specifications, and estimates (PS&E) for the project were prepared in-house and completed on March 18, 2026.

Proposed Funding Sources
Assessment District (AD) 04-01 remains active and has additional funding as a result of debt service savings.
The original programmed CIP amount of $300,000 was based on planning-level estimates and available AD 04-01 fund balance at the time of the CIP development. The AD 04-01 fund balance has increased to approximately $450,000. As a result, sufficient funds are available within AD 04-01 to fully fund this project.
The following table summarizes the total budget allocation for the construction of the project.
