2. APPLICATION SUMMARY (This summary will be used in reports to the City Council & the public) Provide a brief summary of the proposed program, how the program will address a priority need in City, and how CDBG grant funds will be used. *Please note–if awarded, substantial modifications to the proposed use of grant funds will not be allowed. If you are submitting a coalition application, discuss the role of coalition partners & how program & administrative efforts will be coordinated.

3. COMMUNITY NEED
Provide data relevant to the need for the proposed program in City. Ensure information is specific to City.

Specifically address how the proposed program will impact the identified community need and how a service gap will be eliminated or demonstrably reduced.

The purpose and intent of the project is to provide services to the residents of Cathedral City which will serve to overcome impediments to fair housing and to someday eradicate housing discrimination. In addition, the purpose and intent of the proposed project is to provide services to the residents of Cathedral City which will bring mediation and resolution to landlord/ tenant concerns and disputes. The needs are identified through the nature of the calls received daily at the FHCRC offices. The common thread is discrimination against residents that are members of state and federal protected classes, and disputes regarding rent, habitability, and notices. FHCRC services also facilitate home ownership, whether for potential new owners or those facing economic problems.

Fair Housing services provided by FHCRC are unique as no other agency has professionals specifically trained to provide anti-discrimination and landlord-tenant counseling. These services are mandated by HUD. FHCRC has the unique knowledge to file discrimination cases with the appropriate federal, state or private enforcement providers. FHCRC also provides fair housing education, first time homebuyer and foreclosure prevention counseling, mediation and conciliation. Outreach efforts continue to increase and added venues have been created whereby fair housing information has been disseminated to the general public. This increases the number of clients reached and educated about fair housing laws. These opportunities to expand fair housing education and outreach substantially increases FHCRC’s level of service which directly benefits Cathedral City and the residents it serves. All services are provided at no cost to the clients.
