1. PROJECT OVERVIEW
The Local Roadway Safety Plan (LRSP) is a traffic safety planning document developed to proactively address safety needs and challenges in the City of Cathedral City. The document sets forth a comprehensive framework to identify, prioritize, and pursue improvements that mitigate traffic collisions and enhance road safety. By analyzing traffic and co llision data alongside Caltrans and Federal Highway Administration (FHWA) guidelines, the LRSP addresses defined needs and will allow eligibility for funding of these improvements in future Caltrans Highway Safety Improvement Program (HSIP) calls-for-projects cycles and other funding sources.

A total of 464 injury collisions were recorded over the past five years of data (2020-2024) resulting in 824 injuries, of which 30 were fatal injuries and 59 were serious, incapacitating injuries. While collisions involving vulnerable users (pedestrians and bicyclis ts) only accounted for 12 percent of injury collisions (54 of 464 collisions), they accounted for 36 percent of tr affic fatalities. The LRSP is particularly focused on safeguarding those at higher risk. The City of Ca thedral City’s LRSP includes elements for the Federal Safe Streets and Roads for All Program to allow the City to self-certify its eligibility for Safe Streets for All (SS4A) Implementation grants.

Understanding transportation system safety to prevent life-changing injuries or loss of life is of the utmost importance to the City of Cathedral City, the City prepared this LRSP to facilitate the development of local agency partnerships and collaboration, resulting in a prioritized list of improvements and actions that can demonstrate a defined need and contribute to California’s Strategic Highway Safety Plan (SHSP) overall vision and goals.

The LRSP focuses on reducing fatal and severe injury collisions (FSI collisions) with focused challenge areas adopting the Five “E’s” of Traffic Safety, as illustrated in Figure 1 and summarized below.

1. Education: Educate all road users on safe behaviors

2. Enforcement: Enforce actions that reduce high-risk behavior

3. Engineering: Apply effective and/or innovative countermeasures

4. Emergency Response: Improve emergency response times and actions

5. Emerging Technologies: Apply emerging technologies to roadway, vehicle, and user Figure 1: The Five E’s of Traffic Safety

This plan aims to prevent serious injuries and
fatalities on the roads, supporting the US
Department of Transportation's (US DOT) objective
of having no traffic fatalities across the country. The Safe Systems Approach, often known as Vision Zero,
is the strategy that the US DOT has chosen to
accomplish the transportation safety objective.

Building a transportation system with the
understanding "humans make mistakes and that
humans have limited ability to tolerate crash
impacts" is the goal of the safe system approach. The
Safe System Approach develops plans to reduce
human mistakes in advance of it happening. Figure
2 shows the principles and elements of the Safe
System Approach.

A Safe System Approach provides a safety net for the
user by adhering to the following principles:

1. Death/serious injury is unacceptable: While
no crashes are desirable, the Safe System Approa ch prioritizes crashes th at result in death and serious injuries, since no one should experience either when using the transportation system.

2. Humans make mistakes : People will inevitably make mistakes that can lead to crashes, but the transportation system can be designed and operated to accommodate human mistakes and injury tolerances and avoid death and serious injuries.

3. Humans are vulnerable : People have limits for tolerating crash forces before death and serious injury occurs; therefore, it is critical to design and operate a transportation system that is human- centric and accommodates human vulnerabilities.

4. Responsibility is shared : All stakeholders (transportation system users and managers, vehicle manufacturers, etc.) must ensure that crashes do not lead to fatal or serious injuries.

5. Safety is proactive : Proactive tools should be used to identify and mitigate latent risks in the transportation system, rather than waiting for crashes to occur and reacting afterwards.

6. Redundancy is crucial : Reducing risks requires that all parts of the transportation system are strengthened, so if one part fails, the other parts still protect people.

Achieving a zero-death target requires addressing all accident risk factors using the five components of a safe system, as illustrated in Figure 3.

In addition to supporting the City's transportation goals, the plan gives the City the ability to apply for grants and federal funding. Specifically, projects must be included in an approved safety action plan in order to be eligible for implementation money under the SS4A program.

2. BACKGROUND REVIEW
In updating the City of Cathedral City’s LRSP, other related transportation planning efforts were reviewed.

This section presents key takeaways from multiple documents.

Local Road Safety Plan
The City of Cathedral City Local Road Safety Plan (LRSP), adopted in June 2021, identified the safety needs and recommended projects to address these needs in the City. The LRSP analyzed crash data, identified infrastructure deficiencies, and provided safety countermeasures for high-risk corridors and intersections.

The following is a summary of relevant portions of the LRSP that provides background information for the preparation of the LRSP Update:
• A total of 1,126 collisions were recorded from 2015 to 2019, with 85 crashes resulting in fatal or severe injuries.
o Most common injury and fatality collision types were broadside, rear-end, and head-on. o Most common primary collision factors were unsafe speed, automobile right-of-way, improper turning, and driving or bicycling under the influence of alcohol or drugs (DUI). o Motorcycle collisions represented 9% of tota l fatal collisions and 19% of total severe injury collisions.
o Most common property damage collision types were rear end, hit object, and sideswipe. • Engineering countermeasures recommended for multiple locations in the City include:
o Intersection LED lighting upgrades
o Pedestrian hybrid beacons (HAWK) installations
o Pedestrian crosswalk upgrades
Engineering and Traffic Survey
The City of Cathedral City Engineering and Traffic Survey (E&TS), prepared in May 2025, provided the City with a basis for establishment and enforcement of speed limits for selected streets within Cathedral City.

A total of 73 locations were surveyed within the City. In establishing the appropriate posted speed limits, the analysis took into consideration of CA MUTCD st andard, collision history, and other statistical factors such as 85th-percentile speed and 10-mph pace. The following is a summary of relevant portions of the E&TS that provides background information for the preparation of the LRSP Update:
• Most of the surveyed street segments were recommended to remain at their currently established speed limits as documented and would not require any changes to the existing posted regulatory signage or speed limit pavement markings.
o Spot radar speed surveys were conducted to determine the prevailing speed of drivers on each of the 73 segment locations during January and February 2025. The surveys were performed during typical weekdays with a minimum sample size of 100 vehicles. o 3 out of 73 segments had collision rates that exceeded those of the expected collision rates.

Active Transportation Plan
The City of Cathedral City Active Transportation Plan (ATP), adopted in February 2023, establishes Draft Report

strategies to improve mobility conditions for pedest rians, bicyclists, and transit riders. The ATP builds upon local and regional efforts to support active tran sportation, create safer streets for pedestrians and bicyclists, and connect people through infrastructure improvements, with a focus on the most vulnerable users of the roadway. Those active transportati on strategies represent citywide and localized improvements to enhance walking, bicycling, and tran sit conditions for all residents and visitors. The following is a summary of relevant portions of the ATP:
• There are scattered gaps in existing sidewalk network throughout the City, most notably on existing arterials adjoining gated residential co mmunities or adjacent to properties without development. Throughout the City, there are sidewalks in need of repair, which force pedestrians to walk in the street or on uneven surfaces. These circumstances limit the ability of people — particularly people with mobility challenges — to walk in comfort and security. • There are 29.8 centerline miles of existing bike fa cilities in the City, with over 44 centerline miles of proposed bikeways and shared-use trails within the City and its sphere of influence. • Cars were observed not coming to a complete stop at stop signs or stoppi ng in pedestrian walk zones, making it unsafe to cross the street.
• Bicyclists were observed riding on the sidewalk, where dedicated and connected bike lanes were not present. High vehicular volumes and speeds al ong streets also encourage bicyclists to travel on the sidewalk, which creates conflict points between bicyclists and pedestrians. Bike lanes are often too narrow and not buffered or separated from moving vehicles. • To improve pedestrian safety and encourage walking, specific improvements can be made based on site-specific issues:
o New and improved sidewalks
o New and improved crosswalks
o New shade
o Leading pedestrian interval
o Traffic calming (bulb-outs, speed cushion, and medians) • To improve bicyclist safety and encourage biking , specific improvements can be made based on the site-specific issues:
o Class I off-street bike path
o Class II striped lane
o Class III bike boulevard
o Class IV protected lane
o Bicycle parking
o Bicycle-friendly intersection
• Safety elements are proposed throughout Cathedral City in major arterials, collectors, streets adjacent to key destinations. Improved accessib ility and connectivity have shown to add more users to the active transportation system, improve user safety, and allow for greater accommodation for all.

North City Extended Specific Plan
The overall purpose of the North City Extended Spec ific Plan, adopted in January 2014, is to establish a development framework that is fully coordinated with the original North City Specific Plan, as an extension of that plan, to facilitate and encourage improvements to help realize the community’s vision for this area.

The objectives of this Specific Plan are to:
o Direct the location and intensity of new development

Iteris, Inc. | 8
o Guide associated infrastructure and public services
o Balance the provision of job creation and housing opportunities o Implement the conservation criteria estab lished under the Coachella Valley Multiple Species Habitat Conservation Plan (MSHCP) as they may apply to this delineated Specific Plan
o Guide all elements of design for appropriate use in this unique desert environment o Capitalize on the natural resources that exist in this Specific Plan o Encourage sustainable, energy-efficient community development, such as natural scenic vistas
The North City Extended Specific Plan encompasses approximately 590 acres of vacant land located north of Interstate Highway 10 along the Varner Road corridor, and it stretches out to Bob Hope Dr/Rio Del Sol Road on the east and DaVall Dr in the west. The plan could accommodate a unique blend of the following Mixed-Use Development:
• 200,000 square feet of retail/commercial buildings
• 595,000 square feet of restaurants
• 190,000 square feet of office/service buildings
• 595,000 square feet of light industrial
• 400 hotel rooms
• 3,200 residential units
• 240.44 acres of Open Space would be preserved and maintained for use as storm water retention basins, community and neighborhood parks with pub lic recreational facilities, and a network of bikeways, multi-use pathways and pedestrian walkways.

3. METHODOLOGY
The Cathedral City Local Roadway Safety Plan Update focuses on updating and revalidating the LRSP adopted in June 2021. The LRSP update reassesses the lo cal safety needs, analyzes new traffic data and collision data, evaluates the effectiveness of prev ious countermeasures, and implements safety improvements on local roadways that aligns with the Caltrans SHSP and FHWA guidelines. The LRSP Update will provide the City with a strategic plan for implementation which will strive to reduce fatalities and injuries on local roadways, consistent with the goal of the Caltrans HSIP.

The following items were the primary steps used to create this plan:

1. Stakeholder Engagement
a. City staff identified relevant stakeholders and interested representatives that could have input in the LRSP development process. Key stakeholders included public safety departments, schools, regional partners, and community-based organizations.

2. Safety Analysis
a. Past ten (10) years of collision data was used for the analysis. Collision data from January 2015 through December 2024 was used for the analysis.

3. Identify and Prioritize Strategies
a. FHWA Proven Countermeasures and Caltrans safety countermeasures were used in mitigating collision trends and risk characteri stics. Countermeasures were evaluated for Draft Report

feasibility, cost-effectiveness, and expected safety benefits.

4. LRSP Documentation
a. High priority locations were identified for specific safety improvements. A specific project list based on benefit/cost analysis was developed.

Stakeholder Identification and Engagement
A project such as this requires establishing the le adership and stakeholders responsible for contributing to the plan. Involving stakeholders in the decision-making process is essential because it enables thoughtful consideration and input from interested parties. Stakeholders can provide insightful thoughts, observations, and relevant viewpoints regarding the needs and performance of the transportation system because they are regular users of local roadways. Stakeholders may be able to identify important hotspots and safety zones by participating in the LRSP development process.

An established working group with important players from the "5E's" of highway safety, engineering, enforcement, education, emergency response, a nd emerging technologies—is emphasized as being crucial by the FHWA. During the process, Iteris met with representatives from Public Works Department, Police Department, Fire Department, Agua Caliente Band of Cahuilla Indians Planning Department, and Palm Springs Unified School District (PSUSD) to gain feedback on safety concerns.

Use Safety Data
As mentioned, relevant background
information, data and documents were
gathered during the background review
and safety data analysis effort.

Following gathering of the data from the
City and relevant data sources, the data
was collated and organized to locate the
City’s collision “hot spots” or emphasis
areas (i.e. corridors, intersections, etc.).

This analysis narrowed down the data to
key emphasis areas which were then
analyzed with much finer detail to
determine collision causes and other
collision factors contributing to the
safety of the location. The approach to
the data review is illustrated by the simple flowchart shown in Figure 4.

4. COLLISION DATA ANALYSIS
The City of Cathedral City collision data was gathered using collisions from the SWITRS collision database.

The data set contains five complete years’ wort h of collisions spanning from January 2020 through December 2024. During this period, a total of 464 co llisions were reported in the City. These collisions were classified based on location : intersection and corridor segment. Figure 5 (on the following page) shows the locations of all intersection collisions.

Collision Trends
Collision trends in terms of annual magnitude and severity are presented in this section. Figures 6 and 7 illustrate the annual collisions in the City during the data evaluation period by severity and mode of travel, with the highest number of collisions recorded in 2023 with 118 crashes
totaling 200 victims, including 9 victims that experienced fatal injury and 20 victims that experienced severe injury.

There were 32 pedestrian-related and 22 bicycle-related collisions during the data analysis period, also known as collisions involving vulnerable road users.

Figure 7: Annual Collisions by Year and Mode (January 2020 – December 2024)

A total of 228 collisions (or 49%) occurred at intersec tions, a total of 86 collisions (or 19%) occurred near intersections, and a total of 150 collisions (or 32%) occurred at corridors (midblock, driveways or traffic/light poles). For the purpose of categorizi ng the collisions, a collisio n was considered to be associated with an intersection if it was recorded within 100 feet of an inte rsection. Outside of that distance, a collision was considered to be a midblock/corridor-related collision. Figure 8 illustrates collisions by location and mode.

Type of Collisions
In addition to the most frequent collision locations, evaluation of the type of collisions helps identify collision patterns and traffic/travel behavior in the City which will lead to effective safety countermeasures. High number of rear-end collisions could indicate speeding within the City, whereas high number of broadside collisions could indicate nonadherence to existing traffic control devices, improper turning decisions and/or insufficient traffic signal timing settings. Sideswipe collisions could be attributed to distracted or aggressive driving, merging and lane switching, and driving under influence.

As illustrated in Figure 12, broadside collisions were the most commo n type of collisions within the City, followed by rear end collisions and hit object collisions.

High Collision Intersections by PCF
The collision data was further analyzed to identify in tersections with the highest number of collisions by primary collision factor (PCF). Table 1 summarizes the 10 intersections with the highest number of collisions citywide between January 2020 and December 2024, along with the most prevalent PCFs at each intersection. This analysis includes collisions that oc curred at or near an inters ection at a distance less than 100 feet. Appendix A summarizes all collision data by intersection by PCF.

Unsafe speed, driving or bicycling under the influence of alcohol or drug, and automobile right-of-way were generally the most prevalent causes of collisions at the 10 high-collision intersections.

High Collision Corridors by Primary Collision Factor
Similar to the intersection analysis, the collision data was further analyzed to identify corridors with the highest number of collisions by PCF. This analysis includes collisions that occurred along a corridor at a distance greater than 100 feet from an intersecti on and collisions with utilities and at driveways.

Identifying collisions along the corridor by PC F allows us to recommend corridor-specific countermeasures. Appendix B summarizes all collision data by corridor by PCF.

Table 2 summarizes corridors with the highest number of collisions citywide (greater than ten collisions) between January 2020 and December 2024. Unsafe spee d, automobile right-of-way, and driving or bicycling under the influence of alcohol or drug were the most prevalent causes of corridor collisions in the City.

Driving Under the Influence
Review of primary collision factors highlighted a concentration of collisions due to vehicle operators driving under the influence of alcohol or drugs. Citywide, impaired driving was the primary factor in 24 percent of collisions and injuries but involved in 55% of fatal collisions in the City. Most of the impaired driving collisions (63 percent) occurred in three corridors:
• Date Palm Drive – 26 in five years
• Ramon Road – 16 in five years
• East Palm Canyon Drive – 14 in five years

5. DEMOGRAPHICS
Cathedral City will give equitable solutions for road sa fety priority, considering the higher risk of traffic- related injuries and fatalities that marginalized an d underprivileged communities experience. In order to better inform the solutions that will be proposed th rough the plan, the equity analysis in this chapter provides information on the location and size of marginalized populations. The American Community Survey (ACS) provided the data used in this equity an alysis. In order to establish fair solutions, it is imperative to identify groups of concern and solicit public feedback. For example, due to budgetary constraints, low-income groups could need more transportation accommodation. This is especially crucial if a sizable portion of households in this area don't own any vehicles.

Population Density
The total population of Cathedral City per the 2025 Census estimate was 52,517. The median age range in Cathedral City is 41 to 42 years of age. Around 19 percent of the population is older than 65 years of age. The majority of those 65 years of age and over live in the northern and southern part of the city.

Household-Income
The median household income in Cathedral City is $73,572 which is 27 percent below the California median household income of $100,149. 13.1 percent of Cathedral City re sidents are estimated to live in poverty.

Disability Status

7.4 percent of the population in Cathedral City has some form of disability, with the majority having some form of ambulatory difficulty. 11.1 percent of the population under 65 years old live without health insurance in Cathedral City.

6. COUNTERMEASURES
With the thorough evaluation of available collision da ta, Iteris has a solid understanding of the most common collision locations, roads, and significant coll ision trends and issues, along with the hotspots for collisions involving bicycles and pedestrians. In or der to accomplish the goal of eradicating collisions resulting in fatalities and serious injuries, countermea sures can be put in place to make roadways safer for all forms of transportation. Physical changes are frequently undertaken to address hazardous intersections, vehicle speeds, and pedestrian and bicyclist safety.

The Local Roadway Safety Manual (April 2024) 1, Highway Safety Improvement Program (HSIP) Analyzer Manual, April 2024 2 and Crash Modification Factors (CMF) Clearinghouse 3 were utilized in the countermeasure identification process. Additionally, the US Department of Transportation, Federal

Highway Administration released a list of twenty-eight proven safety countermeasures 4 that support the goal of eliminating fatalities and serious injuries. These countermeasu res were also reviewed during the selection process. Countermeasures and spot improv ements were developed for the identified hotspot locations with a history of collisions within the City.

A list of countermeasures was compiled, separated by types of collisions they can reduce, and sorted by effectiveness in terms of Crash Reduction Factor (CRF). The following is a list of countermeasures grouped with the applicable types of collisions they address and locations (signalized intersections, non-signalized intersections, and roadways). The corresponding countermeasure “code” is provided, where SI = signalized intersection, NS = non-signalized intersection, and R = roadway:

Lights and Night collisions:
• SI01NT/NS01NT: Add intersection lighting, CRF=0.40
• R01NT: Add segment lighting, CRF=0.35

Pedestrian right-of-way and Pedestrian collisions:
• SI03: Improve signal timing, CRF=0.15
• SI21PB: Install advance stop bar before crosswalk, CRF=0.15 • SI22PB: Modify signal phasing to implement a Leading Pedestrian Interval (LPI), CRF=0.60 • R34PB: Install separated bike lanes, CRF=0.45
• R36PB: Install/upgrade pedestrian crossing (with enhanced safety features), CRF=0.35

7. COUNTERMEASURE IDENTIFICATION AND

PRIORITIZATION
Upon development of countermeasures for locations in the City of Cathedral City with a history of collisions, projects and their prioritization for implementation of the recommended countermeasures were developed. Prioritization was built on the safety analysis to identify high-risk locations as well as those which will be most effectively addressed by feasible countermeasures and cost effectiveness.

Countermeasure Identification and Evaluation
The following safety improvement projects were identified based on the recommended countermeasures at the high collision frequency intersections, whereas a toolkit of applicable countermeasures was identified for high collision frequency corridors.

7.1.1 Identified Countermeasures
Based on the countermeasures’ applicable collision history, a set of safety improvements at the intersections identified as having the highest collision frequency was developed, along with each project’s total effectiveness to reduce collisions (as a percentage of all collisions recorded at that location). Table 3 presents the proposed improvements at 17 locations throughout the City. Figure 13 presents the locations of each intersection and also denotes locations where the City is currently designing or constructing safety improvements (separate from this LRSP effort).

7.1.2 Systemic Corridor Countermeasures
In the last five years, 61 percent of all injury outcomes occurred in three corridors. Based on analysis of the collision factors and types of collisions in the corridors, systemic improvements were reviewed:
• Date Palm Drive – high levels of driving under the influence factors (22 percent) and high speeding (20 percent) due to is role as providing regional access to/from Interstate 10 and East Palm Canyon Drive. The Cathedral City Police Department conducts driving under the influence (DUI)
che
ckpoint on a rolling basis, this corridor is a strong candidate for future deployments. Many of the proposed safety countermeasures for spot locations are along Date Palm Drive and include elements which could reduce speeds. Feedback speed signs and programs to encourage lo wer speeds cou
ld also be deployed in the corridor.
• Ramon
Road – high levels of speeding (20 percent) and high levels of improper turning/yielding right of way (34 percent) are major factors for collisions in this corri dor. The corrido r is characterized by offset intersections w
here north/south roadways do not meet directly ac ross
Ramon Road. The corridor also has several uns ig
nalized left-turns, which must cross three
opposing lan
es of traffic. Proposed Class IV bicycle lanes and leading pedestri an intervals from the A
ctive Transportation Plan would have a role in improving conditions for walking and biking in
the corridor. Spot location improvements re commended as part of this LRSP would also improve over
all corridor safety conditions. The installation of Class IV Bicycle Lanes and LPIs was included as a corridor-wide project based on the Active Transportation Plan recommended project.
• East Palm
Canyon Drive – high levels of driving under the influence factors (24 percent) and high levels of improper turning/yielding right of way (36 percent) are major factors for collisions in this corridor. There are several current and planned projects to improve medians and intersection in the corridor. Similar to Date Palm Drive, East Palm Canyon Drive is a strong candidate for DUI checkpoints
due to its role as a regional connector.

Improvement Projec t Evaluation: Benefit-to-Cost Analysis Benefit-Cost Analysis is a standardized methodology for evaluating pr oject effectiveness. The safety benefit for intersections was calculated using USDOT’s Benefit-Cost Analysis Guidance for Discretionary Grant Programs (December 2025) , which outlined the estimated safety cost for fatalities, injuries, and crashes. KABCO level indicates the seriousness of co llisions, with K being the highest (killed), followed by serious/incapacitating injuries, visible injuries, and complaint of pain. The coll ision reduction factor for each countermeasure was applied to each location’s collision history to evaluate its effectiveness in reducing injuries from those collisions.

The costs of improvements were based on unit costs in 2026 dollars. These unit costs were escalated by 200 percent to account for project development, mobilizat ion, soft costs, and contingency. The result of comparing these two monetized values is a Benefit-Cost Ratio (BCR). For the purposes of this report, the BCR was used for comparison purposes. A more advan ced version of the calculation involves year of expenditure and future benefit periods is used in federal grant applications where a BCR greater than 1.0 indicates the safety benefit cost outweighs the cons truction cost for proposed countermeasures and an BCR less than 1.0 indicates the construction cost outweighs the safety benefit cost.

8. PRIORITY PROJECTS
The identified safety countermeasures for locations identified in Section 7 were consolidated into recommended implementation projects. Four individual projects were identified:
• Project 1: Cathedral City Intersection Safety Program • Project 2: Ramon Road Safety Improvements
• Project 3: Date Palm Safety Improvements
• Project 4: Santoro Drive Bicycle Lanes and Traffic Calming Elements

Projects 1, 2, and 3 are recommended for HSIP applicatio ns due to their collision history and expected safety benefits. Project 4 could be funded under the HSIP bicycle safety set-aside or an Active Transportation Program (ATP) grant.

Project 1: Cathedral City Intersection Safety Program
The Cathedral City Intersection Safety Program is composed of improvements to eight locations in the City. The safety goals of the project are to improve conditions for vehicles and vulnerable users based on collision history and factors experienced at project lo cations. The project cost estimate is $2.5 million.

Based on the previous five-year collision history and th e safety countermeasures of the project, there is an expected reduction in collisions of 3.5 per year resu lting in a reduction of 0.4 fatal or severe injuries and 2.8 other injuries per year. These benefits ar e monetized to $32 million, resu lting in a benefit-cost ratio of 12.6 per the Cycle 12 HSIP Analyzer tool.

Project 2: Ramon Road Safety Improvements
The Ramon Road Safety Improvements is composed of improvements to five intersections and corridor- wide protected bicycle lanes. The safety goals of the project are to improve conditions for vulnerable users and improve intersection conditions at off-set inte rsection locations. The project cost estimate is $4.8 million. Based on the previous five-year collis ion history and the safety countermeasures of the project, there is an expected reduct ion in collisions of 6.4 per year resulting in a reduction of 0.8 fatal or severe injuries and 3.6 other injuries per year. These benefits are monetized to $41.8 million, resulting in a benefit-cost ratio of 8.8 per the Cycle 12 HSIP Analyzer tool.

Project 3: Date Palm Safety Improvements
The Date Palm Safety Improvements is composed of improvements to three locations. The safety goals of the project are to address high speeds, unprotected left-turns, and poor lighting in the corridor. The project cost estimate is $4.7 million. Based on th e previous five-year collision history and the safety countermeasures of the project, there is an expected reduction in collisions of 1.0 per year resulting in a reduction of 0.3 fatal or severe injuries and 0.5 othe r injuries per year. These benefits are monetized to $19.6 million, resulting in a benefit-cost ratio of 4.1 per the Cycle 12 HSIP Analyzer tool.

Project 4: Santoro Drive Bicycle Lanes and Traffic Calming Elements The Santoro Drive Bicycle Lanes and Traffic Calming El ements is composed of a comprehensive bicycle mobility and speed reduction program from McCallum Way to 30 th Avenue with connections to James Workman Middle School. The goals of the project ar e to improve conditions for vulnerable users and reduce vehicle speeds in the corridor while providing an improved, safe bicycle route to school. The project cost estimate is $212,000. Based on the prev ious five-year collision history and the safety countermeasures of the project, there is an expected reduction in collisions of 0.5 per year resulting in a reduction of 0.1 injuries per year. While the study area does not have an ex tensive reported collision history, speeding in the corridor was identified as a major issue in stakeholder engagement. This project is a candidate for the bicycle safety set-aside of $350,000 per community, which was included in the HSIP Cycle 12. This set-aside did not require a BCR value. If the bicycle safety set-aside is not included in future Cycles of HSIP, it is a candidate for an ATP grant.

Appendix C presents conceptual improvement plan “cut sheets” for the four projects. Appendix D provides cost estimate worksheets for each project.

The evaluation metrics mentioned in Table 5 are described as follows:

Effectiveness:
• 5: Demonstrated to be effective by several high-quality evaluations with consistent results.
• 4: Demonstrated to be effective in certain situations. • 3: Likely to be effective based on balance of evidence from high-quality evaluations. • 2: Limited evaluation evidence, but adheres to principles of human behavior and may be effective if implemented well.
• 1: No evaluation evidence, but adheres to principles of human behavior and may be effective if implemented well.

Cost to implement:
• $$$ Requires extensive new facilities, staff, equipment, or publicity, or makes heavy demands on current resources.
• $$ Requires some additional staff time, equipment, facilities, and/or publicity. • $ Can be implemented with current staff, perhaps with training; limited costs for equipment or facilities.

Given that this report is an LRSP, a Leadership Co mmitment and Goal Setting component is not formally required at this time. However, this commitment will be required as part of a future Safety Action Plan (SAP). This is an official public commitment (i.e., resolution, policy, ordinance) by a high ranking official and/or governing body (i.e., Mayor or City Council) to an eventual goal of zero roadway fatalities and serious injuries. The commitment must include a goal and timeline for eliminating roadway fatalities and serious injuries achieved through one, or both, of the following:

1. The target date for achieving zero roadway fatalities and serious injuries, or

2. A percentage reduction of roadway fatalities and serious injuries by a specific date with an eventual goal of eliminating roadway fatalities and serious injuries.

10. NEXT STEPS
For the next five years, the City's needs for road safety will be guided by this living comprehensive safety action plan. The objectives will be tracked and updated as necessary. While longer-term, more expensive projects will be included in the Cathedral City Ca pital Improvement Program (CIP), low-cost, easily implemented projects will be given priority for implementation within the City. Comprehending the forthcoming funding opportunities is crucial for the e ffective execution of these safety initiatives. The majority of the suggested countermeasures would likely be funded by HSIP. Countermeasures, however, can be put into place using other financing sources, such as:

1. The ATP, or Active Transportation Program

2. The program for Congestion Mitigation and Air Quality (CMAQ)

3. Sustainable Communities' Sustainable Transportation Planning Grant

4. Sources of stimulus financing

5. Capital Improvement Program (CIP)
