City Council
Item No. 3.M
Meeting Date: May 27, 2026
From: John A. Corella, Director of Public Works
Title: Approval of the Parks and Community Events Commission support for the Paint with PACE Event Series
RECOMMENDATION:

Approve the allocation of $1,200 from the Fiscal Year 2025-2026 Parks and Community Events Commission (PACE) Small Events Budget to support the Paint with PACE Event Series at the Cathedral City Library.

BACKGROUND:

The Parks and Community Events Commission (PACE) provides opportunities to engage the community and promote awareness of the City’s park resources. As part of its charge, PACE supports and participates in community events, recreational activities, and community engagement opportunities.

PACE is allocated $10,000 annually to fund small community events held at City facilities and parks. Funding may be used for materials, services, or a combination thereof to support event success. Requests for funding are first reviewed by PACE and, upon recommendation, are presented to the City Council for final approval.

DISCUSSION:

The Paint with PACE event series is proposed as a summer pilot program consisting of one class per month during June, July, and August 2026. Classes will be held at the Cathedral City Library community room on the third Monday of each month:
June 15, 2026
July 20, 2026
August 17, 2026
Each class will run approximately 90 minutes, from 2:30 p.m. to 4:00 p.m., and will be offered in a drop-in format for youth ages 6 to 14. Attendance is estimated at approximately 15 to 20 participants per class.

The program is intended to expand access to arts programming opportunities for youth in the community, particularly following a reduction in library-led art classes. The Desert Recreation District (DRD) has confirmed availability of instructors, and library staff have confirmed use of the facility.

The program is intended to serve as a pilot that could support future expansion into additional community spaces and potential partnerships with the Public Arts Commission and local artists.

BUDGET
PACE funding is proposed to cover art supplies, materials, and program support necessary to conduct the series.

Reusable Equipment: easels, aprons, brushes, water cups $200 Consumable Supplies: canvases, acrylic paints, palettes $400 Marketing & Outreach Materials: flyers $500
Miscellaneous: Incidentals $100
Total Funding Request: $1,200
At the May 5, 2026, meeting, PACE approved the:
Paint with PACE Event Series at the Cathedral City Library. PACE is requesting City Council approval of $1,200 from the Small Events Budget.

Due to the timing of the purchase of materials for the Paint with PACE Event Series, staff evaluated funding options across fiscal years. While staff initially requested that PACE allocate funding from the Fiscal Year 2026-2027 budget, the availability of sufficient remaining funds within the current Fiscal Year 2025-2026 Small Events Budget allows the program to proceed without delay and ensures timely implementation during summer 2026.
