Staff Report
City Council
Item No. 5.E
Meeting Date: May 27, 2026
From: Michael Contreras, Fire Chief
Title: Purchase of Seven (7) ZOLL X Series Advanced Monitor/Defibrillators for the Fire Department.

RECOMMENDATION:

To authorize the City Manager, or his designee, to execute all required documents for the purchase of seven (7) ZOLL X Series Advanced Monitor/Defibrillators and associated accessories.

BACKGROUND:

Cathedral City Fire & EMS currently operates seven (7) ZOLL X Series Monitor/Defibrillators that are more than nine (9) years old. These devices serve as the primary cardiac monitoring and defibrillation tools used by frontline EMS personnel on every medical call, and their reliability is mission-critical to patient survival outcomes. Industry standards and multiple third-party medical equipment life expectancy references, including the Biomedical Engineering Advisory Group (BEAG) Guidance Paper on Life Span of Biomedical Devices and the U.S. Army Technical Bulletin TB MED 7 (Maintenance Expenditure Limits for Medical Material), recognize Defibrillator/Monitors as having a typical life expectancy of seven to eight (7-8) years. Most EMS agencies budget for monitor replacement on a five-to-seven-year cycle due to the demanding operational environment in which these devices are used, including extreme heat, dust, moisture, and continuous or prolonged power-on periods that accelerate wear on internal electronic components. While ZOLL continues to support all purchased equipment, the age of the current devices presents increasing risk of circuit board failure and other component degradation that cannot always be anticipated through routine annual maintenance. The Fire Department has determined proactive replacement of these monitors is prudent to maintain uninterrupted, high-quality pre-hospital care for the residents of Cathedral City.

DISCUSSION:

Cathedral City Fire & EMS is recommending the purchase of seven (7) ZOLL X Series Advanced Monitor/Defibrillators to replace the current aging ZOLL X Series fleet. The recommended units include a comprehensive suite of monitoring and defibrillation capabilities along with a five-year on-site Worry-Free Service Plan and a five-year CaseReview Premium Subscription for post-incident QA/QI analysis.

The ZOLL X Series Advanced represents a significant clinical upgrade over the current X Series devices. Key advancements include:
Real BVM Help™ – Provides real-time ventilation feedback on both volume and rate for intubated and non-intubated patients using the AccuVent cable. Clinical studies indicate that up to 90% of ventilations delivered in the field are incorrect in rate, volume, or both, directly and negatively affecting patient outcomes. This technology, exclusive to ZOLL, addresses this critical gap.
TBI Dashboard™ – A traumatic brain injury management tool that consolidates the four key vital signs for TBI survival into a single focused display, enabling medics to optimize care for trauma patients, who represent the bulk of EMS call volume. Pediatric CPR Feedback – ZOLL is the only manufacturer offering real-time CPR depth and rate feedback for pediatric patients. Studies show that 92% of compressions on a child in the field are too shallow, and this technology directly addresses that deficiency.
Remote View Streaming – Enables live patient data to be streamed to hospital physicians or medical direction during transport, supporting telehealth capabilities and improving pre-hospital to hospital coordination.
Improved Modem and 12-Lead Transmission – Enhanced cellular modem with improved 12-lead ECG transmission and seamless interface with ImageTrend ePCR. AutoPulse® Integration – The X Series Advanced is the only monitor that coordinates with the AutoPulse automated CPR devices already owned by the Department, enabling a single end-of-call data upload that provides comprehensive QA data on both manual and automated CPR performance.

The quote includes payment terms of two annual installments beginning net 120 days from the date of purchase, with no interest, allowing the Department to receive all seven new monitors immediately.

Staff notes that the quote expires June 30, 2026, and that the trade-in values for the current monitors decrease as the units age.
