Staff Report
City Council
Item No. 3.P
Meeting Date: July 22, 2026
From: Nate Hanley, Police Commander
Title: Purchase of Police Vehicle for the Clinical Behavioral Health Assessment (CBAT) Officer Using Opioid Settlement Funds RECOMMENDATION:

Authorize the purchase of a 2026 Chevrolet Traverse in the amount of $63,381.07, including vehicle acquisition, outfitting, decals, and mobile data computer.

BACKGROUND:

In June 2026, the City Council approved the use of National Opioid Settlement funds to support the Clinical Behavioral Health Assessment (CBAT) officer position. This approval also included funding for a dedicated vehicle that will be used for emergency response, case management, and the transportation of individuals seeking treatment or intervention.

The vehicle will support field-based behavioral health assessments, treatment referrals, and stabilization services. It will be a marked patrol unit assigned exclusively to the CBAT program and will be specially upfitted for overdose response and equipped with supplies to assist members of the public.

DISCUSSION:

Staff conducted market research within Cathedral City and the Coachella Valley regarding vendors offering the 2026 Chevrolet Traverse AWD SUV with vinyl wrapped rear seats.

Jessup Auto Plaza indicated they had the vehicle in stock and could vinyl wrap the rear seat.

La Quinta Chevrolet had a Traverse AWD in stock in a higher model outfitting but would not vinyl wrap the rear seat. In addition to both local vendors, staff contacted Quality Chevrolet in Escondido, CA, who also had the vehicle in stock, but would not vinyl wrap the rear seat.

Vendor Name Quoted Price
Jessup Auto Plaza In stock – Vinyl wrapped rear seat $48,107.11 La Quinta Chevrolet Z71 model in stock- no wrapped rear seat $54,208.37 Quality Chevrolet in Escondido In stock, no wrapped rear seat $46,156.17

The proposed vehicle from Jessup Auto Plaza matches the specification and the needs for the CBAT program. Staff have obtained quotes for outfitting of the vehicle, including sole source quotes from Dana Safety for emergency lighting and equipment SoCal Graphics in Cathedral City for vehicle graphics
laptop coordinated through IT and the city’s agreement with Dell.

Section 3.12.160 of the Cathedral City Municipal Code permits exceptions to a competitive bidding requirement when a commodity can be obtained from only one vendor or through a government contract, among other instances. Dana Safety is the only vendor that can obtain and install the necessary emergency lighting and equipment in a reasonable period of time.

SoCal Branding holds the City’s vehicle graphics design. The City is receiving beneficial pricing through its governmental contract with Dell.

FISCAL IMPACT:

The total fiscal impact of this purchase is $58,352.64, including the acquisition of the Chevrolet Traverse, outfitting, decals, and mobile data computer. The applicable quotes include the estimated local 9.25% sales tax. With this being an addition to the city’s fleet inventory, the Opioid Fund will provide funding to the Equipment Replacement Fund (611).
