BACKGROUND:
At the January 28, 2026, City Council meeting, the City Council approved construction of the Mountain Cathedrals Entryway Monument at East Palm Canyon Drive (East) utilizing a hard- wired electrical system. The City Council also authorized the following agreements, proposals, and contingency:
A service agreement with Hoffman Steel Fabrication, Inc. in the amount of $69,431.00 for the fabrication and installation of the Mountain Cathedrals Entryway Monument. A service agreement with Westcon Construction Services, Inc. in the amount of $24,500.00 for construction of the monument foundation. A proposal from Towers Electric in the amount of $24,582.15 for the installation of underground electrical conduits across East Palm Canyon Drive. A proposal from Rhythm Electric LLC, in the amount of $5,050.00 for the installation of electrical power and lighting components.
A fifteen percent (15%) contingency in the amount of $18,534.47, resulting in a total authorized construction budget to $142,097.62
As directed by the City Council, the monument was constructed as a half-scale (50%) replica of the existing “Mountain Cathedrals” sculpture located at Date Palm Drive south of Vista Chino. The completed monument consists of a brushed stainless-steel sculpture mounted on a reinforced concrete foundation, a stainless-steel welcome sign featuring laser-cut "Welcome to Cathedral City" lettering designed in accordance with the City's Basic Identity Guidelines, and architectural lighting to illuminate the monument during nighttime hours.
DISCUSSION:
Fabrication of the Mountain Cathedrals Entryway Monument began on March 10, 2026, and all onsite construction activities were completed on June 30, 2026. These activities included trenching and conduit installation, foundation construction, installation of the stainless-steel monument, and installation of the electrical and lighting components, as shown below.

City staff reviewed and inspected the work completed and determined that all contractors completed the project in accordance with the approved plans, specifications, and contract requirements. Accordingly, staff recommend that the City Council accept the project as complete.
City Council acceptance is required to approve the project’s final contract amounts and authorize the release of retention funds. Retention funds are monies earned by the contractors that are withheld from progress payments pending satisfactory project completion and final acceptance.
Additionally, City Council acceptance of the project authorizes the filing of the notice of completion (NOCs) for each construction contract with the Riverside County Recorder's Office. An NOC is a written notice issued by the project owner, or its authorized agent, to notify interested parties that the work under a contract has been completed. Filing the NOCs establishes a thirty-five (35) day period during which potential claimants may exercise their lien rights. Upon expiration of this thirty-five (35) day period, provided no claims or liens have been received, the City may release the retained funds for each contract.
City staff recommend the City Council to accept and approve the Cathedral City, Mountain Cathedral Entryway Monument Project (C02601) as complete; authorize the City Manager to execute and file notices of completion (NOCs) with the Riverside County Recorder’s office; and authorize the release of retention funds to Hoffman Steel Fabrication, Inc., Westcon Construction Services, Inc., Towers Electric, and Rhythm Electric upon expiration of the notices of completion.
