Schedule A
Cathedral City Police Department
The Grantor determined awards and adjustments based on the Project’s merit, operational scale, compliance with the Request for Application (RFA), and program regulations. Certain activities or budget items proposed in Schedule A may have been deemed ineligible for funding. The final, binding list of authorized activities and expenses is set forth in Schedule B - Detailed Budget Estimate.
Project Description
The Cathedral City Police Department will implement a targeted impaired-driving and traffic safety project to reduce collisions, injuries, and fatalities associated with alcohol- and drug-impaired driving, including marijuana impairment. Impaired driving remains a significant contributor to traffic collisions in Cathedral City, requiring focused enforcement and stronger collision investigation tools that support accountability and long- term deterrence.
Grant funds will be used to conduct 24 DUI saturation patrols (8 hours each) using overtime personnel.
Patrols will be deployed during high-risk days and hours and in locations identified through collision trends and DUI activity. Enforcement will focus on locating and arresting impaired drivers and addressing related hazardous violations, increasing the perceived risk of apprehension through visible, directed operations.
Training funds are not being sought.
To enhance serious and fatal collision investigations, the project will also fund two critical equipment items. A Bosch Event Data Recorder (EDR) download tool will allow investigators to capture available crash data from equipped vehicles, supporting accurate fact-finding and effective prosecution. A DJI Matrice 4 unmanned aircraft system will provide rapid aerial documentation and scene mapping for collision investigations, improving measurement accuracy, reducing time investigators spend in active roadways, and supporting quicker roadway clearance while preserving evidence.
Together, these enforcement and technology enhancements will strengthen traffic safety operations, improve investigative quality, and help reduce roadway deaths and injuries in Cathedral City.
Problem Statement
Cathedral City continues to face persistent impaired-driving activity and a high volume of traffic collisions, including serious injury and fatal crashes. Patrol officers routinely encounter impaired drivers during stops and at the scenes of major collisions, but the volume of patrol calls limits sustained proactive DUI suppression, allowing impaired driving to remain a recurring contributor to collision harm.
Cathedral City is also impacted by the scale of local cannabis activity and related travel into the community. A City ordinance reported 64 cannabis businesses with 105 licenses as of January 22, 2025, reflecting a large concentration of licensed operations. This environment increases the likelihood of cannabis -impaired driving and polysubstance impairment (cannabis combined with alcohol and/or other drugs), creating ongoing public safety challenges.
Department data reflects both frequency and severity. In 2023, CCPD made 213 DUI arrests and experienced 91 DUI/DUID-related collisions. In 2024, CCPD made 253 DUI arrests and experienced 77 DUI/DUID -related collisions. In 2025, CCPD made 214 DUI arrests and documented 321 traffic collisions. Cathedral City experienced 5 fatal traffic collisions in 2025, and 3 were alcohol- or drug-related.
Serious crashes require accurate, timely, and defensible investigations. Traditional documentation is time- consuming, increases personnel exposure to moving traffic, and delays roadway clearance. Modern crash investigations increasingly require technical evidence and precise scene mapping, yet CCPD has limited capacity to consistently capture vehicle crash data and rapidly map major collision scenes.
Schedule A
CCPD's administration recognizes the importance of DUI training courses such as SFST, ARIDE, and DRE.
As a result, we expect to have most, if not all, of our department trained in SFST and ARIDE by July 2026.
Therefore, education/training funds are not being sought this grant cycle. CCPD regularly hosts SFST and ARIDE training for neighboring agencies. If new hires require the courses, CCPD will cover the costs of them attending.
Performance Measures/Scope of Work (Proposed Solution)
Cathedral City's goal is to reduce deaths and injuries related to impaired driving and improve the quality, timeliness, and accuracy of serious and fatal traffic collision investigations in Cathedral City through directed DUI enforcement and enhanced investigative technology.
CCPD will implement a focused enforcement and investigation project to increase the perceived risk of apprehension for impaired drivers, strengthen the quality of collision cases, and improve roadway safety outcomes. Progress will be evaluated quarterly using measurable outputs (details completed, enforcement contacts, DUI arrests/citations, collisions investigated) and outcome trends (DUI/DUID -related collisions, injury/fatal collisions, and fatal collisions involving alcohol/drugs).
Objective 1: Directed DUI Enforcement (Enforcement Efforts)
Activity: Conduct 24 DUI saturation patrols during the grant year (two per month) within Cathedral City limits.
• Timeline: On average, CCPD will deploy two saturation patrols per month; however, the frequency will vary, and the shifts will be used during high-risk periods when DUI offenses are most common (i.e., holidays, sporting events, etc.).
• Staffing/Deployment: Each detail will be an 8-hour operation, deployed primarily during high-risk nighttime hours and scheduled based on collision/enforcement trends (weekends, holidays, special events, and identified DUI/problem areas). Details will utilize overtime personnel and focus on impaired driving enforcement and primary collision factors associated with DUI crashes (speeding, unsafe turning, failure to yield, lane violations, etc.).
• Performance Measures (Outputs):
• D UI saturation patrols completed
• Track: enforcement stops/contacts, field sobriety evaluations initiated, DUI arrests, DUI citations, and collision factor citations issued during details
• Intended Results (Outcomes):
Increased deterrence and proactive enforcement to reduce DUI/DUID-related collisions and impaired driving activity over the grant year.
• Budget Line Item:
Overtime Salaries (24 DUI saturation patrols / 8 hours each)
Objective 2: Improve Serious/Fatal Collision Investigation Capability (Equipment)
Activity A: Purchase and deploy a Bosch EDR download tool to improve the collection of available crash data from equipped vehicles.
• Timeline:
• Q1: Purchase / receipt (as available)
• Q2–Q4: Operational use in applicable serious/fatal collision investigations
Schedule A
• Performance Measures (Outputs):
• EDR tool purchased and placed into service
• Track: number of applicable collisions where EDR data is collected and used to support investigative findings
• Benefit/Justification:
EDR capability improves investigative accuracy and strengthens case documentation for prosecution and accountability, particularly in serious injury and fatal collisions.
• Budget Line Item:
Equipment – Bosch EDR Download Tool
Activity B: Purchase and deploy a DJI Matrice 4 unmanned aircraft system for collision scene mapping and documentation.
• Timeline:
• Q1: Purchase / receipt (as available)
• Q2–Q4: Operational use for collision scene mapping
• Performance Measures (Outputs):
• Drone purchased and placed into service
• Track: number of collision scenes mapped/documented using UAS products and time savings in scene documentation/clearance when feasible to measure
• Benefit/Justification:
Aerial mapping provides rapid, accurate documentation of collision scenes, improves measurement quality, reduces investigator exposure to traffic hazards, and supports efficient roadway clearance while preserving evidence integrity.
• Budget Line Item:
Equipment – DJI Matrice 4
Project Monitoring / Reporting
CCPD will track project activity and performance measures monthly and report results quarterly to ensure activities align with grant objectives and budget. Adjustments to saturation patrol scheduling will be made as needed based on emerging collision trends, enforcement data, and operational conditions.
Project Performance Evaluation
The Cathedral City Police Department will evaluate project effectiveness using both quantitative and qualitative measures throughout the grant term, with a comprehensive evaluation completed in the fourth/final quarter. Evaluation will include a summary of accomplishments, challenges, and significant activities, and will document whether project goals and objectives were met or exceeded or explain why objectives were not completed.
Schedule A
CCPD will use Alliance CAD/RMS to track and analyze traffic collision and enforcement data during the grant year and compare results to prior-year baselines. Data will be reviewed monthly and summarized quarterly to monitor progress and guide adjustments to saturation patrol scheduling and deployment. Quantitative measures will include number of DUI saturation patrols completed (24 total); enforcement activity during grant-funded details (traffic stops/contacts, DUI investigations initiated, DUI arrests, and citations for primary collision factors); and citywide trends in DUI/DUID-related collisions, injury collisions, and fatal collisions involving alcohol/drugs.
Project equipment effectiveness will also be evaluated. CCPD will track deployment and operational use of the Bosch EDR download tool and the DJI Matrice 4 for applicable serious-injury and fatal collision investigations. Measures will include the number of cases where EDR data was collected (when available/applicable), the number of collision scenes mapped/documented using UAS products, and qualitative feedback on investigative efficiency, documentation quality, and roadway clearance considerations.
Project results will be communicated to internal and external stakeholders through quarterly summaries and end-of-year reporting. Internally, results will be reviewed by the Traffic Sergeant and command staff to guide enforcement strategies and collision-reduction efforts. Externally, CCPD will share appropriate outcomes through public-facing communication such as press releases and social media messaging highlighting enforcement activity, impaired-driving prevention messaging, and traffic safety impacts, consistent with Department policy and operational considerations.
Program Sustainability
Cathedral City Police Department will sustain the project’s benefits by institutionalizing the enforcement and investigative practices supported by this grant while reducing reliance on future grant funding. The Traffic Bureau will continue to use collision and enforcement trend data from Alliance CAD/RMS to schedule directed DUI enforcement when staffing permits, prioritizing high-risk days, hours, and locations. If grant funding is not available or is reduced in future years, CCPD will maintain impaired-driving enforcement through periodic targeted operations funded by internal overtime allocations when feasible, incorporation of DUI emphasis into routine patrol activity, and continued coordination with regional partners on high-visibility traffic safety efforts.
The equipment purchased through this project will provide long-term sustainability beyond the grant term. The Bosch EDR download tool and DJI Matrice 4 will remain Department assets and will be integrated into standard operating practices for applicable serious-injury and fatal collision investigations. These tools will improve investigative quality, support effective prosecution and accountability, reduce personnel exposure to traffic hazards, and help shorten roadway closures—benefits that continue for multiple years without recurring equipment costs. CCPD will maintain the equipment through existing Department processes, ensure personnel are designated to operate the systems in accordance with policy, and continue documenting performance measures to support future traffic safety planning and funding decisions.
Administrative Support
The Cathedral City Police Department has successfully managed multiple grant-funded projects and participates annually in the California Office of Traffic Safety (OTS) STEP grant program. Project oversight will be provided by the Traffic Bureau supervisor/Police Sergeant serving as the grant coordinator, who will be responsible for scheduling and documenting the 24 DUI saturation patrols, ensuring activities align with the approved scope and budget, and completing required quarterly and final reporting. Operational and statistical support will be provided through the Department’s Alliance CAD/RMS system, which is used for report writing, computer-aided dispatch, records management, and crime analysis. Collision and enforcement statistics will be compiled from Alliance by the Traffic Sergeant and reviewed regularly to evaluate performance and guide enforcement deployment. Fiscal management and reimbursement billing will be handled by the Police Department’s Administrative Analyst in coordination with the City of Cathedral City Finance Department to ensure proper tracking, documentation, and timely submission of grant expenditures. CCPD has the personnel, administrative processes, and physical resources necessary to implement directed enforcement operations and integrate the Bosch EDR tool and DJI Matrice 4 into traffic collision investigations within the project performance period.
