RESOLUTION NO. 2026 -

A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF CATHEDRAL

CITY, CALIFORNIA, AUTHORIZING THE CITY MANAGER TO CONDUCT A

FEASIBILITY STUDY FOR TAX INCREMENT FINANCING (TIF) TOOLS WHEREAS, the City of Cathedral City seeks to identify long-term, sustainable funding sources for public infrastructure, affordable housing, and community-wide improvements; and WHEREAS, the California State Legislature has authorized local governments to establish Enhanced Infrastructure Financing Districts (EIFD) under Government Code §53398.50 et seq. to capture tax increment for such purposes; and WHEREAS, the City Council desires to evaluate the fiscal impact, potential boundaries, and revenue-generating capacity of such districts across specific corridors, e.g., the Downtown, without committing to a specific development project at this time; and WHEREAS, a formal feasibility study is a critical prerequisite to determine if a partnership with the County or other taxing entities is viable.

NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:

1. Authorization of Study: The City Manager, or their designee, is hereby authorized to explore the feasibility of establishing one or more EIFDs or Community Revitalization Investment Authorities (CRIAs) within the City.

2. Scope of Work: Staff is directed to evaluate potential district boundaries, project baseline assessed valuations, and estimate future tax increment revenue based on general growth projections rather than a single project.

3. Consultant Engagement: The City Manager is authorized to solicit a qualified financial or economic development consultant to assist in the feasibility analysis.

Any required budget amendment or authorization will be brought to the City Council for approval.

4. Stakeholder Outreach: Staff is authorized to initiate non-binding discussions with affected taxing entities (e.g., the County) to gauge interest in participating in a future Public Financing Authority (PFA).

5. Non-Binding Intent: This resolution is for exploratory purposes only and does not constitute a formal Resolution of Intention to form a district under Government Code §53398.54.
