RE: Extension of Official Police Tow Services Agreement Dear Mr. Myles Bois:
The City of Cathedral City is writing regarding the Official Police Tow Services Agreement between the City and Southwest Towing.
Pursuant to the terms of the Agreement, the City is exercising its option to extend the Agreement for an additional three (3) years, subject to a contract amendment establishing an annual franchise fee escalator for Years 4, 5, and 6. The amendment will provide that the annual franchise fee shall increase each year based on the Consumer Price Index (CPI). As the City exercises its option to extend the Agreement, it is the City's intent that the franchise fee continue to be adjusted annually to reflect inflation and maintain its value over the extension term.
The Agreement also provides an opportunity for the tow operator to request consideration of changes to Exhibit "B" to the Agreement, the Rate Schedule for Towing and Storage Services Requested by the Cathedral City Police Department. While the timeframe established in the Agreement for submitting such a request has passed, the City is willing to waive that deadline and provide your company one final opportunity to submit a proposed rate and fee schedule for consideration.
If Southwest Towing wishes to request any modifications to its current rates or fees, please submit a written proposed rate and fee schedule, along with any supporting justification, to the Office of the City Manager no later than 5:00 p.m. on August 07, 2026.
Upon receipt, City staff will review the proposal and may contact you to discuss or clarify the requested changes.
Any proposed modifications to the towing and storage rate schedule that are supported by City staff, together with the amendment establishing the annual CPI-based franchise fee escalator for Years 4, 5, and 6, will be presented to the City Council for consideration as part of the contract extension process.
If no proposed rate and fee schedule is received by the above deadline, the Agreement will be presented to the City Council to exercise the City's option to extend the agreement for an additional three-year term with the existing approved rate and fee schedule remaining in effect.
We appreciate your continued partnership and the professional services your company provides to the Cathedral City Police Department and our community.
