Title: Authorization to Purchase Axon Enterprise Taser Devices for the Police Department
RECOMMENDATION:
Approve the purchase of twenty-five (25) Axon TASER 10 Conducted Energy Weapons (CEWs), including cartridges, accessories, and extended warranty for $105,508.61.
BACKGROUND:
The Police Department currently deploys conducted energy weapons as a less-lethal force option to assist officers in safely resolving encounters involving violent or combative individuals while reducing the likelihood of serious injury to officers, suspects, and members of the public. The Department's existing conducted energy weapons are approaching the end of their service life and should be replaced to maintain operational reliability and ensure officers have access to current technology.
TASER 10 is Axon's latest conducted energy weapon platform and provides significant technological improvements over previous models, including increased deployment capability, enhanced accuracy, and improved accountability features. The purchase also includes an extended warranty, ensuring the equipment remains fully supported throughout its service life.
DISCUSSION:
The proposed purchase consists of twenty-five (25) TASER 10 conducted energy weapons and associated equipment necessary for deployment in the field. The TASER 10 offers several operational enhancements, including the ability to deploy multiple probes without reloading, improved target acquisition, and enhanced data collection capabilities that promote accountability and transparency.
Providing officers with current less-lethal technology supports the Department's commitment to using objectively reasonable force while expanding de-escalation options during critical incidents. Replacing aging equipment with the latest technology improves reliability, reduces maintenance concerns, and enhances officer and community safety.
The extended warranty included in the purchase provides comprehensive manufacturer support, software updates, and equipment replacement for covered repairs throughout the warranty period. This minimizes future maintenance costs and ensures the devices remain operational and compliant with manufacturer specifications.
Axon Enterprise, Inc. is the sole-source manufacturer and authorized provider of the TASER 10 conducted energy weapon system, including its proprietary cartridges, software, accessories, warranty services, and training support. Because the TASER 10 is a proprietary system that is not available through other manufacturers or distributors, there is no competitive source for these products and services. Accordingly, this purchase qualifies as a sole-source procurement in accordance with the City's purchasing policies.
Approval of this purchase will allow the Department to continue providing officers with modern, reliable less lethal equipment that aligns with current law enforcement best practices.
FISCAL IMPACT:
The total cost of the purchase is $105,508.61, which includes twenty-five (25) TASER 10 conducted energy weapons, accessories, and an extended warranty. The purchase will be funded entirely through the Department's Asset Forfeiture Fund, which has approximately $340,000 as of June 30, 2026.
The use of the Asset Forfeiture Fund for this purchase is consistent with authorized law enforcement purposes and will not impact the City's General Fund. As a result, the proposed budget adjustment is for $105,508.61 using the Asset Forfeiture Fund (244-900-910-911- 8200-8201).
