Item No. 3.D
Meeting Date: August 26, 2026
From: Christina Burton, City Clerk
Title: Designation of a Voting Delegate and Alternate for the League of California Cities Annual Business Meeting on September 25, 2026.
RECOMMENDATION:
To adopt a resolution entitled:
A resolution of the City Council of the City of Cathedral City, California, designating a voting delegate and an alternate representing Cathedral City at the League of California Cities Annual Business meeting to be held on September 25, 2026.
BACKGROUND:
The League of California Cities (“Cal Cities”) will hold its 2026 Annual Conference and Expo from September 23 through September 25, 2026, at the Anaheim Convention Center in Anaheim, California. The Annual Conference provides an opportunity for city officials from throughout California to participate in educational sessions, exchange information and best practices, and address issues affecting municipal government.
An important component of the Annual Conference is the Annual Business Meeting, also referred to as the General Assembly. During the General Assembly, representatives of member cities consider and act upon items that establish Cal Cities policy. Each member city is entitled to one vote on matters pertaining to Cal Cities policy. To participate in the voting process, a city must designate a voting delegate who is registered for the conference and present at the General Assembly. A city may also designate an alternate voting delegate, with an alternate authorized to vote if the designated voting delegate is unable to serve in that capacity.
DISCUSSION:
Mayor Raymond Gregory, Councilmember Rita Lamb, Councilmember Nancy Ross, and Councilmember Christina Gordon are scheduled to attend the 2026 League of California Cities Annual Conference. Because the City will be represented by a majority of the Council, it is appropriate for the Council to designate a primary voting delegate and an alternate to ensure that Cathedral City is able to exercise its membership voting rights during the Annual Business Meeting.
Staff recommends that the City Council designate Mayor Raymond Gregory as the City of Cathedral City’s voting delegate and Councilmember Rita Lamb as the alternate voting delegate for the 2026 League of California Cities Annual Business Meeting.
Adoption of the proposed resolution will formally establish the City’s voting delegate and alternate and authorize the City to complete and submit the required documentation to Cal Cities.
