BACKGROUND:

Senate Bill 1 (SB-1), the Road Repair and Accountability Act of 2017, provides funding to cities for the maintenance and rehabilitation of local streets and roads through the Road Maintenance and Rehabilitation Account (RMRA). SB-1 requires RMRA-funded projects to be included in the city’s Capital Improvement Program.

On May 14, 2025, the City Council adopted Resolution No. 2025-07, programming SB- 1/RMRA funding for the design and construction phases of the Landau Boulevard Public Alley Reconstruction Project (C02607).

The project consists of the reconstruction of a public alleyway located in the Panorama Neighborhood, east of Landau Boulevard between Vista Chino and 30th Avenue. The alleyway provides access to multifamily and single-family residential properties located on both sides of the alley. A vicinity map showing the project location is included as Attachment

1. The city's Pavement Management Program (PMP) uses the Pavement Condition Index (PCI), a numerical rating from 0 to 100 that indicates pavement condition, to assist the city in prioritizing pavement rehabilitation projects based on roadway conditions and available funding. The alleyway has an average PCI of 7.8, indicating that the pavement is in very poor condition and requires reconstruction. The PCI for each roadway segment is summarized below:

Roadway Segment PCI Value
Vista Chino to Peladora Road 0
Peladora Road to Tachevah Drive 0
Tachevah Drive to Tortuga Road 12
Tortuga Road to 30th Avenue 19
Average PCI 7.8
A PCI value of zero (0) represents pavement in the most deteriorated condition and indicates that the pavement has reached the end of its service life (typical 20-25 years) and requires reconstruction.

On October 6, 2025, the City Council authorized a task order to NAI Consulting, Inc. to provide design engineering services and prepare the plans, specifications, and estimate (PS&E) for the project.

On July 13, 2026, NAI Consulting, Inc. finalized the PS&E package, concluding the design phase of the project.
