RE: HSIP Cycle 13 Grant Applications and Warrant Studies

Dear Armando,

Thank you for the opportunity to submit this proposal to assist the City of Cathedral City with evaluating projects identified in the recently adopted Local Roadway Safety Plan (LRSP) and preparing Highway Safety Improvement Program (HSIP) Cycle 13 grant applications.

Based on the City's LRSP, WEBB proposes to assess the prioritized improvement projects, evaluate their cost and competitiveness for HSIP funding, and prepare and submit the HSIP Cycle 13 applications. In addition, WEBB proposes to conduct traffic control warrant analyses for applicable safety countermeasures to include in the applications. Our approach is intended to help the City maximize funding opportunities while advancing projects that offer the greatest potential safety benefits.

Exhibit A presents our Project Understanding, Exhibit B is the proposed Scope of Work, and Exhibit C provides a summary of our compensation for the services described in Exhibit A. We appreciate the opportunity to support the City in this important effort and look forward to working with you. If you have any questions or require additional information, please feel free to contact me at (951) 686- 1070.

Sincerely,
Albert A. Webb Associates

Nicholas Lowe, PE, TE
Deputy Director

Exhibit “A” – Project Understanding

The California Department of Transportation (Caltra ns) announced the HSIP Cycle 13 Call for Projects on July 1, 2026, with applications due November 2, 2026. Based on our understanding, the City has already identified the LRSP priority projects it in tends to pursue for HSIP funding. The focus of this effort is not to re-evaluate project priorities, bu t rather to strategically package, optimize, and de velop competitive grant applications that maximize the li kelihood of funding award under HSIP Cycle 13.

Recent HSIP funding cycles have become increasingly competitive, with successful projects generally requiring high Benefit-Cost Ratios (BCRs) to be con sidered for funding. While the minimum funding threshold for Cycle 13 will not be known until appl ications are evaluated, recent funding results and Caltrans HSIP guidance indicate that projects with BCRs above 15.0 are substantially more competitive (the previous cutoff was 12.3). As such, the primar y objective of this effort will be to maximize the safety benefits achieved per dollar invested while ensuring the proposed improvements directly address the documented collision patterns at each l ocation.

To accomplish this, WEBB will perform detailed coll ision analyses for each project location, prepare collision diagrams, identify predominant collision patterns and contributing factors, and evaluate potential countermeasures identified in the LRSP an d the latest Caltrans Local Roadway Safety Manual (LRSM). Multiple countermeasure combinations will be analyzed and refined using the HSIP Analyzer to identify the most effective treatments that provide the greatest safety benefits and strongest BCRs. This iterative process will allow W EBB to strategically package locations and improvements into up to four HSIP applications, opt imizing each application to maximize competitiveness while maintaining cost-effectivenes s and alignment with HSIP requirements.

In addition to preparing the grant applications, WE BB will complete the supporting technical analyses required by HSIP. Based on our current understandin g, two project locations will require traffic signa l warrant evaluations and one project location will r equire an all-way stop warrant analysis. These evaluations will be prepared in accordance with HSI P requirements and included as supporting documentation for the applications.

Exhibit “B” – Scope of Work

Task 1 – Safety Assessment and Project Optimization
WEBB will review the priority projects identified i n the City's LRSP and subsequently selected by the City for consideration under HSIP Cycle 13. The pur pose of this task is to evaluate and optimize the proposed improvements to maximize safety benefits a nd improve application competitiveness.

a. Obtain and review the most recent five years of available collision data from the Statewide Integrated Traffic Records System (SWITRS).
b. Perform detailed collision analyses for each pro ject location, including identification of predominant collision patterns, collision types, an d contributing factors. c. Prepare collision diagrams exhibits for each pro ject location. Filter out collisions that are not applicable to the intersection.
d. Identify the safety concerns using the City's LR SP and SWITRS data and evaluate applicable countermeasures from the LRSM and HSIP guidance doc uments. e. Review available planning-level cost estimates f rom LRSP and refine the implementation costs for each proposed improvement.
f. Utilize the Caltrans HSIP Analyzer to evaluate p otential countermeasure combinations and calculate preliminary Benefit-Cost Ratios (BCRs).
g. Assess alternatives for combining, separating, r efining, or modifying project locations and countermeasure packages to maximize BCRs and overal l application competitiveness. h. Identify the preferred countermeasure package fo r each application based on safety effectiveness, cost efficiency, and anticipated HSI P competitiveness.

Task 2 – Supporting Traffic Engineering Evaluations
WEBB will perform the technical evaluations require d to support proposed traffic control improvements included in the HSIP applications.
a. Collect traffic volume data at up to three inter sections to support warrant evaluations. Traffic counts to be 12 hours (7AM to 7PM) and include vehi cle, pedestrian, and bicycle activity. b. Conduct traffic signal warrant analyses at up to two intersections in accordance with the California MUTCD and HSIP requirements. If the warr ants are not met, the locations that do not meet them will need to be removed from the appl ication. c. Conduct an all-way stop warrant analysis at one intersection in accordance with the California MUTCD and HSIP requirements.
d. Prepare technical memoranda summarizing the warr ant evaluation findings for inclusion in the HSIP applications.

Task 3 – HSIP Application Development

Based on the results of Tasks 1 and 2, WEBB will pr epare up to four (4) HSIP Cycle 13 grant applications in accordance with current Caltrans HS IP Guidelines.

a. Develop project narratives describing existing s afety deficiencies, documented collision patterns, and proposed safety improvements.
b. Prepare collision data summaries, collision diag rams, and supporting safety justification exhibits.
c. Develop location-specific countermeasures.
d. Prepare vicinity maps, location maps, and other supporting graphics required for the applications.
e. Develop project cost estimates, funding requests , and implementation schedules. f. Complete HSIP Analyzer documentation and associa ted BCR calculations for each application.
g. Compile and prepare all supporting technical doc umentation required by Caltrans. h. Complete and assemble all required HSIP applicat ion forms and submittal materials.

Task 4 – Project Coordination, Application Refineme nt, Submission

WEBB will coordinate with City staff throughout the application development process to review findings, confirm project priorities, and refine pr oposed countermeasures. a. Conduct up to two (2) coordination meetings with City staff. b. Present preliminary BCR results, recommended pro ject packaging strategies, and proposed countermeasures.
c. Refine and finalize projects, countermeasures, a nd application content based on City input. a. Submit draft applications to the City for review .
b. Incorporate one (1) round of City review comment s and revisions. c. Prepare final application packages and supportin g documentation. d. Assist the City with obtaining required authoriz ations and signatures. e. Submit up to four (4) completed HSIP Cycle 13 ap plications electronically to Caltrans prior to the application deadline of November 2
nd , 2026.
