CHIEF'S EXPECTATIONS
FLOCK SAFETY ALPR SYSTEM
Message from the Chief of Police
As members of the Cathedral City Police Department, we are entrusted with technology that can significantly enhance public safety. That trust extends beyond our ability to solve crimes; it includes our obligation to safeguard the privacy and constitutional rights of every member of our community.
The Flock Safety Automated License Plate Reader (ALPR) System is a valuable investigative tool, not a surveillance tool for personal curiosity or convenience. Every search conducted in the system must have a legitimate, documented law enforcement purpose and must comply with Department policy, California law, and all applicable DOJ, CLETS, and CJIS requirements.
My Expectations
Treat access to the Flock Safety ALPR System as a privilege - not an entitlement. Conduct searches only when there is a legitimate, articulable law enforcement purpose. Protect the privacy of our residents and visitors by accessing only the information necessary to perform official duties.
Never conduct curiosity, exploratory, or 'fishing' searches. Assume every login, search, report, and download is permanently logged and subject to supervisory review, audit, discovery, and public scrutiny. Be prepared to explain and document the official purpose for every search conducted. Immediately report any suspected misuse, unauthorized access, or security concern. Exercise sound judgment that reflects the professionalism and integrity expected of every Cathedral City Police Department employee.
Accountability
Misuse of the Flock Safety ALPR System undermines public trust and the credibility of this Department. Employees who violate Department policy or misuse the system should expect swift and appropriate action, which may include administrative investigation, disciplinary action up to and including termination, loss of system access, loss of CLETS access, civil liability, and criminal prosecution when warranted.
Our Commitment to the Community
The community expects us to use technology responsibly, transparently, and lawfully. We earn and maintain that trust by ensuring every employee exercises good judgment, respects individual privacy, and uses ALPR technology only for legitimate public safety purposes.
Maintaining public confidence is just as important as solving crime. ____________________________________
