City Council
Item No. 3.E
Meeting Date: September 16, 2026
From: Christina Burton, City Clerk
Title: 2026 Conflict of Interest Code Biennial Notice Pursuant to the Political Reform Act
RECOMMENDATION:
It is recommended that the City Council:
1. Receive and file the 2026 Local Agency Biennial Notice; and
2. Direct staff to process the necessary amendments to the City’s Conflict of Interest Code and return to the City Council for consideration and adoption of the amendments prior to December 31, 2026.
BACKGROUND:
The Political Reform Act requires local agencies to review and, when necessary, amend their conflict-of-interest codes on a biennial basis. The Local Agency Biennial Notice is used to document the agency’s review of its conflict-of-interest code and to identify whether amendments are necessary.
The 2026 biennial review requires the City to determine whether any changes in circumstances have occurred that affect the positions required to disclose financial interests or otherwise require amendment of the City’s Conflict of Interest Code.
The City Clerk coordinated the 2026 biennial review and prepared the 2026 Local Agency Biennial Notice for consideration by the City Council.
DISCUSSION:
As part of the biennial review, the City identified changes requiring amendments to its Conflict-of-Interest Code. Staff will prepare the necessary amendments by way of resolution and return to the City Council for consideration and adoption by December 31, 2026.
Receiving and filing the 2026 Local Agency Biennial Notice will document completion of the biennial review and authorize staff to proceed with the required amendments.
The previously adopted Conflict-of-Interest Code, Resolution 2024-42, was adopted on October 9, 2024 and is attached for Council’s review.
FISCAL IMPACT:
There is no fiscal impact associated with this item.
